CDM Smith is seeking to enhance our team with an experienced Project Manager to primarily support Climate Resiliency and FEMA’s Hazard Mitigation Technical Assistance Program (HMTAP), Hazard Mitigation Assistance (HMA), and other related contracts. This position can be based out of any US based location, with a preference for the West Coast. Projects include providing technical, programmatic, and policy assistance to Federal, State, and local governments and Tribal Nations to begin climate resilience planning, risk assessments, project development and design of climate resilient solutions. Projects are located throughout the U.S. and its territories.
The position can be based out of any CDM Smith office, in the U.S. nationwide. We offer in office, hybrid, or remote working environments allowing for flexible work options.
We are looking for someone who has excellent client interaction skills and can manage and lead large, complex task orders and teams to support hazard mitigation initiatives including mitigation planning, grant application technical and Environmental Planning and Historic Preservation (EHP) support and review, policy and guidance support and other related activities for clients nationwide.
As a member of this team, you would contribute to our clients' mission by:
• Managing multiple projects related to EHP reviews, including upwards of 100 individual EHP reviews at any time
• Serving as a leader of project teams and mentoring junior staff, including the coordination and reviewing of project assignments
• Effectively working with key technical specialists, project team members, and delivery managers
• Preparing, monitoring, and managing project budgets and schedules while managing the firm’s risk
• Providing high-level planning and program analysis work including preparation of technical documents/reports
• Being active in the industry organizations, keeping abreast of emerging research/best practices, and conference/committee participation in professional societies
• Assisting in new business development by contributing to strategic planning, marketing, and business operations planning
• Collaborating with sales staff to create proposals in response to client requests for proposals (RFPs)
• Interfacing with clients to clarify technical questions and providing updates to upper management as necessary

Minimum Qualifications:
• Bachelor's Degree.
• 10 years of related experience.
• PMP (PMI), CCM or DBIA certification is required (within 12 months of hire or promotion onto the Approved Project Manager list).
• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
• Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications:
• Previous experience managing projects related to FEMA EHP reviews
• Experience working with federal environmental guidance, rules, and regulations. Thorough understanding of compliance actions related to the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), and other applicable laws, implementing regulations, and Executive Orders.
• Previous experience with other federal agencies to support policy development, or other government program development experience.
• Previous experience supporting mitigation and climate resilience project planning and implementation

Skills and Abilities:
• Must be a US Citizen as pass FBI background check to obtain FEMA Badge.
• Experience working with project management methodology including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices
• Demonstrates excellent communication skills both verbal and written
• Possesses in-depth knowledge of project goals, drivers, strategies, risks and opportunities
• Good interpersonal and presentation skills for interacting with team members and clients

• Excellent personal computer skills including strong knowledge in MS Word and Excel.
