SALARY RANGE: $284,750.00 - $382,250.00
DISTINGUISHING FEATURES OF THE CLASS:The work involves the development, implementation and administration of the Human Resources function to align with the business strategies, goals and objective of the Erie County Medical Center Corporation.This is a senior administrative position responsible for administering the Human Resources function for approximately a five thousand member workforce and serving as part of the executive management team.The incumbent develops and implements initiatives and programs that utilize the Human Resources function to focus on building culture and personnel advancement while meeting strategic goals and objectives.Work is performed under the general direction of the Chief Executive Officer with wide latitude for independent judgment.Supervision is exercised over lower level Human Resources and Employee Health staff.Does related work as required.
TYPICAL WORK ACTIVITIES:
Directs all components of the Human Resources function;
Collaborates with Human Resources staff, department management and executive management to develop programs and initiatives that incorporate the Human Resources function with the business strategies, goals and objectives for ECMCC;
Collaborates with the Human Resources Department on system processes, procedures and policies;
Develops and establishes operating policies and procedures for employees, volunteers, students, observers, contractors and venders consistent with ECMCC policies and objectives; implements policies and monitors effectiveness;
Oversees negotiations of collective bargaining agreements;
Negotiates contracts and makes recommendations to the Chief Executive Officer for acceptance and signature;
Evaluates results of operations regularly and reports results to Chief Executive Officer;
Develops and maintains programs and initiatives focused on enhancing the employee experience;
Establishes performance goals, allocates resources and assesses policies for direct subordinates;
Develops and maintains personnel strategies for recruiting staff, maintaining staff and enhancing employee training and growth opportunities;
Researches and keeps abreast on industry trends and legislation related to personnel issues, performance management, compensation and benefits; develops strategies to integrate such information into the Human Resources function;
Develops and administers cultural change programs in conjunction with Patient Experience staff for improving quality of care provided and patient perception of care;
Identifies learning, coaching and personnel development needs; develops and implements such programs and initiative to align with ECMCC business goals and objectives;
Develops and administers techniques in resolving personnel relations and job performance issues through coaching and conflict resolution training;
Develops a department budget; monitors budget allocations against actual performance for determining variances;
Participates as an active member of senior organizational leadership to assist in planning, implementing and assessing the vision, goals and objectives of ECMCC;
Organizes and participates in meeting, committees and community functions as required.

MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and eight (8) years of professional human resources experience, of which at least four (4) years were in an administrative* capacity.
*NOTE 1: Administration, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation.Experience performing specialized functions or "staff activities" such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administration experience.
NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
