About this position : The Secretariat’s main function is to provide services for the IDB and IIC Boards of Governors and Boards of Executive Directors (including their internal committees), the MIF Donors Committee, and senior management. For meetings—and especially seminars—organized by one of the Bank’s departments, all meeting-related services are the responsibility of the department in question, with the Secretariat lending advisory assistance and logistical support as needed. We are looking for a meticulous, proactive, and innovative Business Analyst/Project Manager (BA/PM). As a BA/PM, you will play a critical role in our team by conducting in-depth analysis of SEC operations and IDB Group processes in general to gain a comprehensive understanding of end-to-end processes and translate them into system requirements. Your main responsibilities will include recommending changes for process improvement and efficiency, facilitating the collection, analysis, and documentation of requirements in alignment with established project standards, and preparing functional specifications documents based on the business, stakeholders and users’ requirements. You will work in the Information Systems & Digital Innovation Section (SEC/ISD) part of the Office of the Secretary (SEC). This team is responsible for developing and maintaining the systems used by SEC and its main clients. What you’ll do : Analyze business processes to understand end-to-end workflows, find defects, inefficiencies and redundancies in the processes, and recommend improvements for efficiency in line with projects goals. Facilitate the gathering, analysis, and documentation of requirements in compliance with projects standards, ensuring alignment between business requirements, technical solutions, and user needs. Facilitate agile ceremonies such as daily stand-ups, sprint planning, sprint reviews and retrospective. Remove impediments, identifying and eliminating obstacles that blocked the team's progress. Support the product owner/business in managing the product backlog and ensuring the team understands the project goals and priorities. Act as a liaison between stakeholders, technical teams, and vendors to coordinate efforts, manage communication, and ensure that all parties are aligned on project objectives. Manage day-to-day projects activities, including procurement, project monitoring, financial management, progress reporting, and coordination of consultants and vendors. Prepare functional specifications based on Bank's mission, department's goals, stakeholders’ vision and user requirements, and draft Terms of Reference for project consultants and vendors, ensuring deliverables align with the overall project plan. Develop and execute User Acceptance Testing (UAT) plans, create flow diagrams and process representations, and support the preparation of training materials and updates to procedures. Document and report bugs and issues, conduct testing upon resolution by developers to ensure effective fixes are implemented and follow up with clients who reported bugs responding promptly to customer inquiries with clear and accurate information. Oversee the solution identification process, including leading vendor demos, coordinating RFP processes, and ensuring functional requirements are clearly defined. Lead peer reviews of requirement documents, supervise the preparation of progress and project reports, and ensure proper management of project funds, including financial controls, audits, and procurement in line with IDB guidelines. Oversee the launch of project solutions, ensuring a smooth rollout and maximizing positive impact on the organization. Demonstrate strong negotiation abilities, excellent interpersonal and communication skills, and the ability to work both independently and collaboratively. Ensure the timely and successful delivery of projects by managing deadlines, resources, and stakeholder expectations, with a creative use of technology to meet specific objectives. Perform other related duties as required. What you'll need : Education: Bachelor’s degree (or equivalent advanced degree) in Information Systems or other fields relevant to the responsibilities of the role, such as Project management, Communications or Business Analytics. It is desirable to be a certified Scrum Master (CSM or DASM). Experience: At least 2 years of progressive experience in related tasks. Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable. Citizenship: You are a citizen of one of our 48-member countries. Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. Type of contract and duration : Type of contract: International Consultant Full-Time. Length of contract: 24 months.
