The Department of Sanitation (DSNY) keeps New York City clean, safe, and healthy by collecting, recycling, and disposing of waste, cleaning streets, attacking the scourge of illegal dumping, and clearing snow and ice. The Department operates 59 district garages and manages a fleet of more than 2,000 rear-loading collection trucks, 450 mechanical brooms, 705 salt spreaders, and several dozen bike lane operations machines. Under the Adams Administration, the Department is aggressively cleaning more parts of the City than ever before, including over 1,000 long-ignored areas spread across every neighborhood. With the highest wintertime uniformed headcount in 20 years, DSNY is more equipped than ever to remove snow and ice from the approximately 19,000 lane-miles of City streets.

The New York City Department of Sanitation (DSNY) is seeking a Staff Analyst to join Recycling and Sustainability, a division of DSNY's Strategic Initiatives bureau. Reporting to the Budget Manager within the Administration unit, with varying degrees of latitude for independent initiative, judgment and decision making. The successful candidate will perform professional, complex, and responsible analytical work to support the budget manager in tracking and reconciling four distinct programmatic budgets.

Tasks will include, but will not be limited to:

* Supports Bureau's annual OTPS budget reconciliations.

* Monitors all procurement activities billable to OTPS budgets.

* Reviews and audits all invoices received by the Bureau; applies adjustments, liquidated damages, and retainage where required; approves authorized changes for payment through DSNY fiscal services.

* Maintains Bureau budget and invoicing databases.

* Communicates budget anomalies and recommended adjustments to budget manager.

* Gathers programmatic data and associated documentation to support quarterly audits.

* Support for other Bureau functions as needed. May require occasional evening or weekend work.

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Preferred Skills

* Strong communications skills: ability to tailor complex messages to diverse audiences. - Strong administrative, organizational, interpersonal, writing, and data management skills. - Proficiency in use of word-processing, spreadsheet, and database applications, including MS Office Suite, Word, Excel, Access, and PowerPoint. - Possession of a New York State Motor Vehicle Driver's License. - Knowledge of NYC Financial Management System (FMS) and Passport. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
