Duties
As a Supervisory Grants Management Specialist, you will:
Provide a high level of technical expertise to Grants and Program Officers. Provides leadership and accountability to subordinate management and staff. Provide vision, leadership, and guidance in the development and execution of grants management services and programmatic improvement activities.Oversee the administration of grants including applying knowledge of organizational needs and deadlines, and consistent follow-up to ensure grantees are in compliance with established administrative and financial policies, procedures, and sound business practices.Plan, develop, and review grant funding requirements. Oversee the performance of financial and administrative analyses of a variety of grants mechanisms to determine if costs are reasonable and allowable within prescribed policies covering items such as personal services, equipment, facilities, and other relevant factors.Exercise leadership in the formulation and promulgation of Department-wide and EDA policies and regulations governing EDA awarded grants and financial assistance. Coordinate the implementation of Federal or Department wide grants policies and regulations. Interpret and implement policies and procedures to support mission success in the Federal financial assistance arena, making program and policy modifications when necessary to ensure efficiency of operations and compliance.Lead organizational development and workforce initiatives, supports resource allocations, and manages the day-to-day operations of the Grants Management Team. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.To qualify at the GS-15 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience:Leading and driving change within an organization; andProviding executive leadership and direction for human resources and administrative management functions within the organization; andCoordinating the implementation of Federal-wide or Departmental grants policies and regulations; andReviewing organization's structure for adaptability to emergent program needs, staff development, and other organizational requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
