As a FINANCIAL ADMINISTRATION SPECIALIST at the GS-0501-15 some of your typical work assignments may include:
Provides the J-5 leadership with analysis, advice, and assistance on complex budget issues and their effect on strategic operations relating to the directorate's budget;Analyzes directorate functions and objectives and estimates funding needs for the Future Years Defense Plan, including two budget years and five Program Objective Memorandum years;Ensures the organization is audit ready by establishing and maintaining systems and processes that ensure the proper completion of tasks; oversee and make recommendations on the full spectrum of directorate business-related operations, to include financial, human capital, acquisition, and administrative management; Analyzes and translates theories and vague strategy, policy, doctrine, politico-military affairs, international negotiations, and multilateral affairs in performance work statements supporting contract advisory and assistance support studies and contract efforts in the areas of Strategy Development & Joint Operational War Plans, Information Integration, Missile Defense, and Stability and Humanitarian Engagement; Ensures all travel settlements/payments are in accordance with the Joint Federal Travel Regulations/Joint Travel Regulations and DoD Financial Management Regulations;Deliberates as part of an 06/GS-15 working group to determine appropriate funding levels; distribution of Congressional, Department, and Agency funding reductions; future years defense spending plan; and execution strategyRequirements Conditions of EmploymentMust be a U.S. CitizenOccasional TravelWork Schedule: Full-timeMales born after 12-31-59 must be registered for Selective ServiceSuitable for Federal employment, determined by a background investigationMay be required to successfully complete a probationary periodOvertime: OccasionallyTour of Duty: FlexibleRecruitment Incentives: May be AuthorizedFair Labor Standards Act (FLSA): ExemptFinancial Disclosure: Not RequiredTelework Eligibility: This position is telework eligibleDrug Testing Designated Position - YesSecurity - Employee must obtain/maintain a Special Sensitive (Top Secret/SCI) security clearance.This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.Continuing education requirements include 80 continuing education and training credits (CET) each two-year CET periodMay be required to work other than normal duty hours including evenings, weekends, and holidays, and will be compensated within the scope/guidelines of government civilian employmentOccasional travel with little notice may be required to support high level engagements, coordinate initiatives and to represent the directorate at meetings and events.Incumbent needs at least eight years of FM experience with two years in DoD FM, and at least one 3-month Developmental Assignment. Qualifications
You may qualify at the GS 15 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:
Applies U.S. Code; DOD financial management practices, regulations, and processes; Joint Travel Regulations and Federal Travel Regulations; Joint Staff financial, risk management and internal control, acquisition, and representation instructions; audit readiness standards; and structures and functions of OSD, Joint Staff and Washington Headquarters Service to ensure financial compliance;Utilizes Planning, Programming, Budgeting, and Execution process; Federal Legislative Process; Federal Budget Process; Joint Ethics Regulations; Office of Management and Budget Circulars; Risk Management and Internal Controls; Cost and Economic Analysis; and Fiscal and Appropriation Law to ensure fiscal responsibility for the directorate's budget;Advises, recommends, and consults with the J-5 leadership to ensure that scarce resources support the highest priority strategic efforts as directed by the National Command Authority, as the military's main efforts shift based on the changing military and international political situation;Identifies budget requirements, validates financial reports, and advises general/flag officer level leaders and program managers regarding the direction and allocation of resources as a senior expert/advisor;Translates theories and vague Strategy, Policy, Doctrine, Politico-Military Affairs, International Negotiations, Multi-lateral Affairs, and many other requirements, into performance work statements supporting Contract Advisory and Assistance Support study and contract requests; and translates performance work statements into levels of effort to determine funding requirements;Advises other directorate financial managers on processes and systems, in concise writing techniques, and translating complex legislation, executive orders, OMB guidelines and directives and policies into coherent and understandable strategy and policy statements easily understood by senior military leaders, technical representatives, and industry

This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
