Duties

Open-Continuous Cut-off Information: An initial cut-off date of 11/05/2024 will be used to evaluate candidates for the initial available vacancies. The Procurement Analyst performs the following duties:

Serves as an authoritative source of information and furnishes technical advice and assistance to the Department contracting personnel.

Serves as a Procurement Analyst and develops reports, conducts evaluations, and special management studies of the procurement activities. Submits internal review data to senior level management on a variety of procurement matters which have significant impact on the effectiveness and timeliness of the HHS mission.

Reviews evaluation of solicitations/requests for proposals, long term contracts and procedures for conformity with federal acquisition regulations, internal operating procedures, policies, etc.

Interprets regulatory requirements governing acquisitions and advises and assists acquisition workforce with proper application of the related policies and procedures. Serve as a spokesperson for Senior leadership or the Department during the course of procurement reviews and/or in support of procurement initiatives.

Basic Requirements for GS-13 and Above:

1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph 4.

4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency at his or her discretion, may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this paragraph, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience:

To qualify for the GS-14 position, you must have one year of specialized experience that is equivalent to at least the GS-13 grade level performing duties such as: providing expert technical guidance and consultation on the procurement function including providing policy interpretation; applying contracting laws, regulations, principles, and practices, such as the Federal Acquisition Regulations (FAR), to ensure compliance; developing procurement guidance, training materials, best practice guides, or templates; providing guidance and recommendations to program areas related to the content of acquisition plans, acquisition strategies, or the management of acquisition processes.

Applicants must possess a FAC-C (Professional) certification or equivalent.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Documenting experience : In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
