Work Schedule: 75% Onsite, 25% Remote

Position Overview

We are seeking a Business Analyst – to support small to large-scale IT projects for SCDHHS. The successful candidate will evaluate agency needs, analyze current and future business processes, and provide strategic advice on both technical and non-technical solutions. This role includes working closely with business programs and IT teams to document and improve processes, translate requirements, and ensure successful implementation.

Key Responsibilities

• Act as a liaison between business units and IT to identify and implement technical solutions.
• Analyze business operations, identifying strengths and weaknesses to optimize processes.
• Redesign and document business processes as needed for new technologies.
• Develop, document, and validate business requirements and use cases.
• Translate business needs into functional specifications for IT teams and manage changes throughout the project lifecycle.
• Facilitate communication between business units and IT, ensuring alignment on requirements and implementation.
• Proactively identify risks, issues, and opportunities, providing actionable recommendations.
• Document and maintain business rules, requirements, and models in a repository.
• Provide requirements guidance to technical and testing teams.
• Participate in requirements management, including change control, version control, and traceability.
• Conduct stakeholder interactions, including vendors, State/Federal agencies, and beneficiaries.

Required Skills

• Government IT Projects: 5+ years of experience as a business analyst or similar role.
• Business Analysis: Proven ability to elicit, document, and manage business rules, processes, and requirements.
• Healthcare/Medicaid Experience: 3+ years of experience in Medicaid or healthcare-related projects.
• Communication: Exceptional written and verbal communication skills, including requirements documentation and use cases.
• Business Process Documentation: Strong knowledge of formal documentation and modeling techniques.
• Analytical Skills: Ability to gather information through interviews, regulations, and policy documents.
• Process Modeling: Proficiency with graphical process flow software and business modeling techniques.
• Stakeholder Communication: Effective interaction with executives, management, and project teams.

Preferred Skills

• Subject matter expertise in Medicaid or healthcare insurance.
• Experience with MMIS (Medicaid Management Information System).
• Proficiency with Microsoft Office Project/Project Server.

Education Requirements

• Bachelor’s degree in a technical, business, or healthcare field OR equivalent work experience.
