Work Schedule: 75% Onsite, 25% Remote
Visa Requirement: Visa-independent candidates only

Position Overview
We are seeking a Business Analyst – to support small to large-scale IT projects for SCDHHS. The successful candidate will evaluate agency needs, analyze current and future business processes, and provide strategic advice on both technical and non-technical solutions. This role includes working closely with business programs and IT teams to document and improve processes, translate requirements, and ensure successful implementation.
Key Responsibilities
- Act as a liaison between business units and IT to identify and implement technical solutions.
- Analyze business operations, identifying strengths and weaknesses to optimize processes.
- Redesign and document business processes as needed for new technologies.
- Develop, document, and validate business requirements and use cases.
- Translate business needs into functional specifications for IT teams and manage changes throughout the project lifecycle.
- Facilitate communication between business units and IT, ensuring alignment on requirements and implementation.
- Proactively identify risks, issues, and opportunities, providing actionable recommendations.
- Document and maintain business rules, requirements, and models in a repository.
- Provide requirements guidance to technical and testing teams.
- Participate in requirements management, including change control, version control, and traceability.
- Conduct stakeholder interactions, including vendors, State/Federal agencies, and beneficiaries.
Required Skills
- Government IT Projects: 5+ years of experience as a business analyst or similar role.
- Business Analysis: Proven ability to elicit, document, and manage business rules, processes, and requirements.
- Healthcare/Medicaid Experience: 3+ years of experience in Medicaid or healthcare-related projects.
- Communication: Exceptional written and verbal communication skills, including requirements documentation and use cases.
- Business Process Documentation: Strong knowledge of formal documentation and modeling techniques.
- Analytical Skills: Ability to gather information through interviews, regulations, and policy documents.
- Process Modeling: Proficiency with graphical process flow software and business modeling techniques.
- Stakeholder Communication: Effective interaction with executives, management, and project teams.
Preferred Skills
- Subject matter expertise in Medicaid or healthcare insurance.
- Experience with MMIS (Medicaid Management Information System).
- Proficiency with Microsoft Office Project/Project Server.
Education Requirements
- Bachelor’s degree in a technical, business, or healthcare field OR equivalent work experience.
