Job Description

Under direction of the Utilities Manager, the Utilities Supervisor is responsible for the management and operation of the water/wastewater plants, distribution systems and other utility systems in accordance with contract documents and in accordance with the standards and procedures of Midnight Sun Technologies.

Job Responsibilities

1. Facilities Management

  • Provide leadership and direction for all aspects of operations, maintenance and personnel within the water and wastewater shops to ensure compliance with all federal and state regulations. Includes, collection system, distribution system, plants, facilities, equipment, permit compliance, Cross Connection Control, utility locates and outage coordination.
  • Knowledge of equipment and machinery used in the treatment process such as pumps, aerobic digesters, blowers in aeration tanks, and media filters.
  • Supervises the contractual sludge removal from the treatment process.
  • Knowledge of safe work practices, principles and methods of biological and chemical analyses, effects, and problems of utility systems.
  • Knowledge of laboratory practices and certification.
  • Plans and coordinates subcontractor projects and preventative maintenance. Provides management and supervision to ensure all tasks are completed to contractual obligations.
  • Oversees and prioritizes daily work activities and/or projects of subordinates.
  • Establishes, assigns, and adjusts work methods, schedules, and procedures to meet schedules using knowledge of capacities and capabilities of personnel and equipment.
  • Provides technical assistance and in-house training to plant operators.
  • Reviews preventative maintenance schedules and procedures to minimize emergencies and plant down time.
  • Identifies trends and takes appropriate corrective action.
  • Performs Quality Control inspections on work in progress and/or completed work.
  • Orients, trains and develops employees by establishing standards and objectives for their work. Follows up with timely performance evaluation of employees.
  • Recommends or initiates action involving promotions, transfers, disciplinary action and motivation of employees.
  • Ensure employees are in compliance with the provisions of the Collective Bargaining Agreement (CBA) and the Employee Handbook.

2. Safety

  • Coordinates safety training of subordinates and ensures compliance with safety procedures in the plants.
  • Ensures use of Safety Data Sheets (SDS) by employees to identify chemical characteristics.
  • Follows all safety regulations, policies and procedures. Reports all unsafe conditions and acts to supervisor.
  • Facilitates safety training. Includes safety discussions/topics in management meetings.
  • Conducts shop safety talks according to established schedule.
  • Oversees corrective action for safety violations.

3. Customer Service/Satisfaction

  • Develop and maintain effective and positive customer relationship.
  • Answers job related technical inquiries from customers in timely manner.
  • Informs government representative of hazardous conditions, faulty equipment, or system failure; recommends course of action.
  • Communicates routinely with customer on status of work/project progress.
  • Participates in meetings and conducts various administration duties.
  • Investigates and responds to customer complaints about employee and/or service quality. 4. Compliance
  • Compiles and submits all required Navy, federal and state reports. Maintains all contractual records.
  • Ensure required reports, deliverables are presented in the proper format and in accordance with required completion dates.
  • Provides contract compliance management, quality assurance, and production assessments for repair and maintenance of critical systems.
  • Responsible for ensuring personnel maintain/renew all licenses/certifications required; timecard input is prompt and accurate; all training requirements are met within the required timeframes.

4. Budgeting/Reporting

  • Responsible for forecasting operational needs, anticipated costs, assisting in the preparation of an annual operating budget, and maintaining expenditures within budgetary limitations to include control of overtime/premium pay.
  • Preparation of regular and ad-hoc reports.

5. Performs all other duties as required or assigned which are reasonably within the scope enumerated.

Knowledge, Skills & Abilities

Education/training

  • High School diploma or equivalent; College degree preferred.

Years of relevant experience

  • 5+ required; 10+ preferred relevant experience involving operating/supervising the operation of a water plant and/or wastewater plant; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position listed above.

Skills and knowledge

  • Strong technical knowledge of water and wastewater plant operations and systems.
  • Knowledge and experience with OSHA regulations. Experience with MS Office suite, MAXIMO and CMMS databases.
  • Excellent communications - written and verbal.
  • Presentation skills.

Certifications/licenses

  • State of Florida Class A Wastewater and Class A Water Certification, or ability to obtain through reciprocity within 6 months of hire.
  • State of Florida Class "E" drivers license.

Physical work requirements and work conditions

  • Regular and predictable attendance to support the needs of the business and client.
  • Performs field checks and oversight activities.
