Position Summary:
This position performs highly professional responsible work managing design and implementation of capital and special projects in the public Right of Way, including managing consultant teams, construction contractors and other professional disciplines. Responsibilities include budget tracking, developing project schedules, change order management, invoice approval, project delivery, stakeholder coordination and presentations at public forums.
Performs other duties in alignment with the 2019 - 2024 COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.
This Position is Responsible For:
Serves as Project Manager for the engineering phase of highly complex multi-jurisdictional transit projects
Provides support and lends engineering expertise to the planning and construction phases of major projects
Manages the day-to-day project management and administration of capital and special projects for design of fixed route transit stops, large scale FTA Small Start and New Start Projects (such as Bus Rapid Transit, Streetcar, and/or Light Rail) located within the Right-of-Way and other federally funded projects (such as Transit Oriented Development "TOD") from preliminary engineering through "Issued for Construction" documents
Conducts design and documentation review throughout design phase or as needed during planning and construction phases including detailed plan sets, memorandums, schedules and agreements
Manages consultants and contractors performing work in association with the various types of projects cited above and works closely with stakeholders including partners (Federal, State and Local Governments)
Stays abreast of current FTA guidelines and project management guidelines for Small Start, New Start and Transit Oriented Development Grant Typology to assist COTA staff in decision making
Represents COTA in various public forums including public involvement meetings, neighborhood group planning sessions, private development forums, employer meetings and agency coordination for capital project initiatives (e.g. MORPC, ODOT, City of Columbus, regional partners, industry groups and developers)
Stays abreast of Federal, State and Local design standards for Multimodal Deign, Safe Streets and Vision Zero Design Standards; Roadway and Traffic Control Design, Stormwater Management and Utility coordination
At Minimum You'll Need:
Bachelor's degree in civil engineering, architecture, or related field and six (6) years of experience in overseeing and managing planning and design projects
A technical degree and five (5) years of experience on transit projects preferred
Professional Engineer/Architecture license(s) & Project Management Professional (PMP) preferred
Proficient knowledge and skills in Microsoft Office software, AUTO Cad, AUTO Turn, BlueBeam Revu
Knowledge in understanding traffic modeling software (Snychro, VISSIM, HCS) outputs
Skilled in developing complete project budgets for design, construction, professional disciplines and soft costs
Ability to read and interpret blueprints, conceptual drawings and maps and prepare easily understood maps and charts for reports and phasing plans
Knowledge of Federal, State, and Local Design Standards
