Job Description
Position Summary: Under the supervision of the Road or Landfill Supervisor, the Heavy Equipment Operator I performs skilled work in operating different types of construction and maintenance operations, or landfill operations. The employee in this position operates a variety of heavy equipment requiring a great degree of skill in performing a variety of job assignments. This employee performs tasks related to road, bridge maintenance and construction or landfill operations.
Examples of Work (Essential Functions):- Operates heavy equipment such as a dump truck, track hoe, back hoe, motor grader, broom, roller, oil distributor, scraper, compactor and other heavy equipment to rebuild roads, bridges, or dispose of waste at the landfill;
- Breaks up asphalt on roads needing repair or replacement;
- Patches road and bridge surfaces using cold or hot mix;
- Performs finished grading operations;
- Spreads dirt, cover, gravel, sand, rock and asphalt, haul material and supplies to job sites;
- Performs snow removal and ice removal;
- Assists with fence building, bridge repairs, paint striping;
- Performs bridge maintenance work such as mowing road ditches, installing and maintaining culverts, filling washouts and installing guardrail, cutting brush, tree trimming and removing debris, chipping brush;
- Follows safety rules;
- Performs light maintenance and servicing of work in connection with the operation of related equipment, perform daily inspection of equipment;
- Cleans or lubricates vehicles, machinery, equipment, instruments, tools, work areas, and other objects, using hand tools, power tools, and cleaning equipment;
- Performs unskilled manual work as assigned;
- Uses tools ranging from common hand and power tools, such as hammers, hoists, saws, chainsaws, drills, weed eaters, wrenches, shovels and rakes;
- Uses uniform traffic manual guidelines to install signage, repair signage;
- Sets out signs and cones around work areas to divert traffic, flags motorists to warn them of obstacles or repair work ahead, performs work according to work zone safety guidelines;
- Operates heavy equipment while paying close attention to public traffic, conditions, drivers;
- Sorts and segregates waste such as wood, brush, construction debris, rock;
- Performs other duties as deemed necessary or as required.
- Sets forms, rebar and pours concrete;
- Lays seed and sod, mulch, performs landscaping, planting of trees, mowing;
- Performs welding, fabricating;
- Performs concrete work on small projects.
Certificate, License: Valid commercial driver's license. Subject to random drug and alcohol testing. Hazwhopper if assigned to Landfill.
Required Education and/or Experience: One year related experience, High School Diploma or G.E.D.; or equivalent combination of education and experience. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after six months in the position. Road and bridge maintenance and heavy equipment operator experience.
Preferred Education and/or Experience: Two years related experience, High School Diploma or G.E.D.; or Associate’s degree; or equivalent combination of education and experience.
Abilities, Knowledge, Skills:- Ability to operator a motor grader, tractor and roller, loader, dozer, backhoe and other heavy and light construction and road maintenance equipment;
- Ability to reliably and predictably carry out duties;
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
- Ability to write routine reports and correspondence;
- Ability to speak effectively before groups of customers or employees of an organization;
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume;
- Ability to apply concepts of basic algebra and geometry;
- Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form;
- Ability to deal with problems involving several concrete variables in standardized situations;
- Ability to convey and receive detailed or important instructions and information to and from other workers and the general public;
- Knowledge of laws and regulations pertaining to the safe and efficient operations of related equipment;
- Knowledge of road and bridge materials and equipment and equipment maintenance;
- Knowledge of techniques and materials used in road and bridge construction and repair.
Problem Solving: Problem solving exists in this position. Problems include cutting a road to proper grade. Working with all types of road material.
Decision Making: Decision making exists in this position. Decisions include what holes need to be filled and if machine maintenance is required.
Accountability: Employee is not responsible for budgetary control of the department and does not participate in the annual department budget process.
Supervision: Supervision is provided and job related decisions are reviewed by the road or bridge foreman. Employee does not have supervisory responsibility over subordinate personnel.
Personal Relationships: Occasional contact with other county departments and frequent contact with the general public.

While performing the duties of this position, the employee is exposed more than two thirds of the time to conditions such moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions. The employee may also be exposed to high, precarious places, and vibration. The employee may also be exposed to risk of electrical shock. The noise level in the work environment is usually loud. This position may be called out 24 hours a day or rotate being on call, including weekends and holidays.
