Description GENERAL DEFINITION OF WORK: Under general supervision, perform a variety of professional accounting work involved in preparing, maintaining, analyzing, verifying, and reconciling financial transactions. Research and interpret governmental accounting standards to ensure City compliance. Assist with internal audits to improve efficiency and performance across City departments. Assist with the annual external audit and financial statement preparation. Examples of Duties ESSENTIAL JOB FUNCTIONS: (The Accountant II will perform several of these tasks as their primary role and also serve as backup for the other tasks listed.) Maintain the City's fixed assets, including additions, disposals, and monthly depreciation. Record transactions/accruals and prepare audit schedules for the City's federal, state, and local grant programs. Reconcile various City bank accounts, including the Concentration master account. Assist with accounts payable functions: Form 1099 preparation; monthly credit card payments; purchasing card program monthly reviews; expense accruals; returned check notifications & journal entries; E-Payables reconciliations; prepaid expense reconciliation & journal entries; vehicle maintenance allocations; and employee travel expense report review. Assist with various cash receipts reconciliations and journal entries: athletic club membership, personal training, & concessions fees; PEG & franchise deposits; state shared revenue; auto registration fees; GovDeal proceeds; Great Hall, fire department, and development deposits; and ambulance fees. Assist with various treasury management functions: Local Government Investment Pool entries; interest income allocation to City funds; various cash journal entries; tax and utility lockbox uploads; and lockbox exceptions. Assist with various payroll & benefits functions: healthcare claims payments' weekly payroll journal entries; IBNR accruals; workers' compensation reconciliation; and pension & OPEB monthly journal entries. Reconcile City court bail bond activity and applied bond transactions. Maintain DebtBook software to manage & record activity for debt, leases, and subscriptions. Prepare monthly sales tax returns. Serve as backup to the Germantown Performing Arts Center accountant and process weekly GPAC accounts payable. Assist with internal audits and internal control documentation. Implement process and system improvements. Assist with the external financial statement audit: collect and assemble data from various City departments; prepare reconciliation schedules and journal entries; edit a variety of narrative notes and statistical charts; prepare graphs and charts; foot and cross-foot Annual Comprehensive Financial Report schedules. Assist the finance and budget staff with research and special projects. Qualifications KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of professional accounting principles, practices, and methods in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB). Knowledge of state and federal laws, rules, and regulations governing municipal accounting functions. Knowledge of governmental accounting practices, fund accounting, and fiscal management. Skill in using Microsoft Office applications, with proficiency in Word and Excel. Skill in using the Google platform, including Gmail, Calendar, Drive, and Meet. Ability to work effectively in an environment subject to frequent interruptions. Ability to exercise sound judgment and recommend/implement solutions. Ability to work independently to handle multiple tasks and meet deadlines. Ability to evaluate and analyze issues, using critical thinking to solve problems. Ability to clearly communicate verbally and in writing to teach or persuade an audience. Ability to apply GAAP and GASB principles to complete tasks. Ability to collaborate effectively on teams. Requirements EDUCATION AND EXPERIENCE: Bachelor's degree in accounting or related field and at least five years of professional accounting experience, preferably in the area of governmental accounting.
