Salary: $5,918.00 Monthly Location : Maui County (various), HI Job Type: Temporary Full-Time Job Number: R-9944 Department: Department of Environmental Management Opening Date: 03/15/2024 Description Supervises and participates in the financial recordkeeping, reporting, control and analysis of financial statements and reports or performs difficult and responsible accounting work involving the design and revision of a major aspect of the accounting system; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Accountant III in that the Accountant IV is responsible for supervising or assisting a fiscal officer, business manager, or administrator in the supervision of a large accounting and fiscal staff required in the conduct of a major and comprehensive fiscal program or performs the design, installation, evaluation and revision of a major aspect of the accounting system; whereas the Accountant III performs difficult and complex accounting work for a fiscal program, or a major component of a larger program. Examples of Duties The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Assists a fiscal officer, business manager, or administrator in the administration of a fiscal program for a department; Supervises accounting and clerical subordinates; Coordinates and provides advice on accounting procedures affecting the various units of the department; May develop and coordinate internal controls for County-wide computerized payroll system; Works as a team leader in the design and revision of account structures, reporting requirements and procedural instructions; Reviews expenditures of requisitioning sections to insure that expenses remain within program and budgetary limits; Reviews, analyzes and compiles requests from departmental units for budgetary purposes; Supervises and participates in the preparation of financial statements and reports, budgetary estimates and other statistical reports; Makes studies and estimates of department's requirements and assists in working out allocation of funds to various programs or activities; Conducts internal analysis and review to insure that accounting systems and procedures are effective, efficient and properly implemented; Assists with the development and revision of departmental fiscal policies and procedures; Reviews, analyzes and interprets directives and fiscal policies and procedures; Analyzes and makes recommendations on proposed legislative amendments; Conducts special studies on matters pertaining to finances; Confers with representatives of departments and agencies on fiscal matters; Serves as technical resource specialist and participates in training personnel on newly designed systems; May appear before legislative or administrative bodies to furnish budgetary and cost information; Assumes the duties and responsibilities of the superior during his/her absence. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in accounting or in business administration with courses in accounting and four (4) years of responsible work experience in professional level accounting of which one year shall have been in a supervisory capacity. Knowledge of: principles and practices of commercial and governmental accounting (including principles and practices related to computerized payroll systems, as applicable); preparation and analysis of financial statements and reports; public fiscal administration including budgeting and financial reporting (including rules and regulations related to payroll accounting, as applicable); the accounting system and procedures of the assigned agency; office practices and procedures; principles and practices of supervision. Ability to: devise and install accounting methods, techniques and procedures; plan, assign and direct the work of subordinates; prepare complete and accurate reports and standards; analyze data, detect errors and correct inconsistencies in accounting records (including payroll records, as applicable); maintain effective working relationships with others.
