Job Summary The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment. This position is located at the Northeast Resident Office in Oakdale. The incumbent may have the flexibility to work in the office or a hybrid schedule. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. This position exists to be the Office Manager for the MnDOT Metro District Northeast Resident Construction Office. This includes verifying contract compliance with Equal Employment Opportunity Requirements and Reporting Process, Disadvantage Business Enterprise (DBE) Requirements and Reporting Process, Veterans Business Program (VET), Targeted Group Business Program (TGB), Labor Compliance/Davis Bacon Act/Prevailing Wage Law Requirements and Reporting Process, and Trucking Requirements, proper project documentation, and assuring project communication. This position also exists to assure efficient project documentation flow and manage the Construction Office. Qualifications Minimum Qualifications Experience with spreadsheet software applications such as Microsoft Excel sufficient to create, maintain and update lists, tables and, logs. Math skills sufficient to ensure calculation of complete and accurate payroll records and to balance and resolve discrepancies so payroll rosters can be certified. Basic accounting experience sufficient to track, verify and certify payroll hours, resolve any payroll discrepancies and ensure payments are made within Labor Compliance guidelines. Communication Skills sufficient to communicate effectively with internal and external customers; prepare responses to routine inquiries; and present clear and concise explanations orally and in writing in a professional and understandable manner. Customer Service Skills sufficient to provide prompt and accurate information to customers in person, on the phone, and through email and other written, electronic or oral correspondence; respond effectively to clients, coworkers, and customers who have questions about agency operations and procedures (in person, in writing, on the phone, and through presentations and other electronic correspondence); answer questions and advise customers of program policies, procedures, and regulations. Data entry experience sufficient to research projects, scan, update and verify information and accurately enter data into spreadsheets and other databases and to generate reports. Experience using MicroSoft Office Suite computer software programs sufficient to perform word processing to create documents; spreadsheets to record information; and databases sufficient for records management and to generate a variety of reports. Preferred Qualifications Experience providing administrative assistance to a large contract administration or construction office. Experience working with the MnDOT AASHTOWARE document management network. Experience using Civil Rights Labor Software (CRL) to review, monitor and resolve payroll issues.
