WGL - Assistant General Counsel Regulatory
Reporting to the Associate General Counsel for Regulatory, the Senior Legal Counsel, Regulatory will be responsible for matters before the utility commissions in the DMV region, particularly the District of Columbia Public Service Commission (DC PSC). The ideal candidate will have significant administrative and civil litigation experience, including practicing before the DC PSC, another public utility commission or FERC, and a proven track record of successfully filing rate cases and other applications that create value for the Company. Additionally, the candidate should have experience managing and leading legal and cross-functional teams. This person will have the opportunity to serve in a first chair capacity on a variety of matters before the public utility commissions.
Primary Duties
Provides counsel and representation to Company officials and senior management relating to regulatory proceedings before both the Public Service Commissions of Maryland and the District of Columbia, and before FERC as needed.
Advises and represents the Corporation in all three local public utility regulatory commissions in proceedings such as rate cases, investigatory proceedings, probable violations, accelerated pipe replacement plans, and formal consumer complaints.
Works with various representatives from other business units within the corporation, including Rates and Regulatory Affairs, Operations, Customer Experience, and the Digital - Utilities Technology team regarding regulatory compliance, development of positions on regulatory issues, and to assist in the preparation of testimony, exhibits, and reports to be filed in regulatory proceedings.
Plans and executes actions related to regulatory proceedings.
Manages discovery in regulatory proceedings including working with Company witnesses to prepare the Company's responses to data requests.
Prepares data requests to be issued on other parties in regulatory proceedings.
Sponsors and defends Company witnesses in hearings, and cross-examines opposing witnesses.
Drafts high-priority legal documents, including motions, briefs, and appeals in regulatory proceedings.
Examines pending or current legislation and advises Company officials of pertinent administrative decisions. Resolves administrative disputes through settlement.
Qualifications
Juris Doctor (JD) degree from an accredited law school and active membership in good standing with the bar of at least one jurisdiction required; admission to practice law in the DMV region preferred.
Minimum of 10 years of experience practicing law, with a focus on regulatory matters in the energy and utility industry within a corporate legal department or law firm.
License to practice law in at least one of the District of Columbia, Maryland, or Virginia, and ability to waive into those jurisdictions if not currently licensed in all three.
Significant experience before public utility commissions, ideally in the DMV region or before FERC, ensuring high-quality work product and adherence to deadlines. Experience should include seeking appellate review of commission decisions, drafting crisp, persuasive appellate briefs, presenting oral arguments, and negotiating settlements.
Proven track record of preparing historical test year rate cases, multi-year rate plans, and navigating complex regulatory environments to achieve favorable outcomes for the company.
Experience managing and leading legal and cross-functional teams.
Excellent communication skills, both written and verbal, with the ability to convey complex legal concepts and arguments effectively to diverse audiences.
Strong analytical and problem-solving skills, with the ability to think strategically and develop creative solutions to complex regulatory challenges.
Ability to work independently and collaboratively in a fast-paced, dynamic environment, with a high degree of professionalism and integrity.
We offer a competitive salary range of $147,000 to $215,000 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
