Location: Gervais Street, Columbia, SC 29201 Work Schedule: 50% Remote (Mon, Tues, Thurs onsite; Wed, Fri remote) Hours: 8:30 AM - 5:00 PM ET (40 hrs/week) Visa Requirement: Visa-independent candidates only Preference: Local candidates to Columbia, SC

Position Overview
We are hiring a Project Manager to oversee the procurement, development, and implementation of a new Electronic Infectious Disease Surveillance System (EDSS) for the South Carolina Department of Health. This system is vital to modernizing disease reporting, monitoring, and management and will conform to CDC’s National Electronic Disease Surveillance System (NEDSS) specifications. The role also involves managing enhancements to the existing Maven SCION system until the new EDSS is fully operational.
The ideal candidate is an experienced, self-motivated professional skilled in project management for large enterprise IT implementations, with a strong grasp of SDLC methodologies, Agile/Scrum, and stakeholder collaboration.
Key Responsibilities
Scope Management: Develop and manage project scope, WBS, and project scope statements. Review and approve change requests with sponsors. Project Planning: Create and maintain detailed project plans to monitor and track progress, risks, milestones, and timelines. Stakeholder Communication: Communicate project progress, risks, and updates effectively to stakeholders. Create contingency plans as needed. Documentation & Reporting: Ensure project documentation is updated and aligned with approved PMO processes and templates. Collaboration: Work closely with CDES, TB, STD/HIV, Lead Program Areas, PMO, and IT teams to meet business and contractual requirements. System Transition Support: Manage the transition of functionalities from the Maven SCION system to the new EDSS. Problem Solving: Respond promptly to priority tasks and adapt to changing project needs.
Required Skills
Project Management Expertise: Proven experience managing large enterprise-level projects with successful implementation. Certifications:PMP Certification (through PMI) Microsoft Project Certification or equivalent training
Technical Knowledge: Proficiency in SDLC, Agile/Scrum, and IT operations. Tools: Expertise in Microsoft O365 Suite (Word, Excel, PowerPoint, Teams, SharePoint, Project). Requirements Gathering: Ability to gather and document detailed requirements. Communication Skills: Excellent verbal, written, and interpersonal skills. Flexibility: Adapts easily to changing priorities and handles ticketing systems like Jira effectively.
Preferred Skills
Experience managing ELC-funded projects. Knowledge of industry-standard information security practices. Strong relationship-building skills with technical and business stakeholders. Experience integrating technical systems with organizational goals.
Education & Experience
Required: Bachelor’s or Master’s Degree in a relevant field or equivalent work experience. Experience: 5-7 years managing IT implementation projects of moderate complexity and scope.
Interview Process
Initial phone interviews with the project manager, customer representative, and technical lead. Top candidates will proceed to a second round if needed. Candidates unable to attend two scheduled interview slots will be disqualified.
