Duties
This position is located in the Defense Security Cooperation Agency (DSCA). DSCA is responsible for planning, coordinating, administering, and supervising Department of Defense (DOD) programs for transfer of defense articles, services, and technology, by sale or grant to foreign governments and international organizations.As the Deputy Director- DSCA, your duties will include:Acts for the Director in carrying out all responsibilities of for the Agency.Works with foreign government discussions and negotiations involving sensitive international security objectives and issues.Maintains executive level contacts with Department of State and other elements of the Executive Branch.Represents Department of Defense on security assistance matters with Congress, U.S. Industry at the corporate level and with military/civilian off ices of foreign governments.Requirements Conditions of EmploymentWork Schedule: Full TimeMust be a U.S. citizenMales born after 12-31-59 must be registered for Selective ServiceResume and supporting documents (See How To Apply)Suitable for Federal employment, determined by a background investigationVeteran preference is not applicable to the Senior Executive ServiceMust be able to obtain/maintain Special Sensitive/Top Secret SCI clearanceDesignated and/or random drug testing is requiredSupplemental narrative addressing each Executive Core Qualification (ECQ) - 10 pages totalSupplemental narrative addressing each Technical Qualification (TQ) - 2 pages each maximumMobility Agreement: All newly appointed Career SES leaders must sign the Reassignment Rights obligations Agreement as a condition of appointment into the SES.Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES.Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.Overtime: NoneRecruitment Incentives: AuthorizedFair Labor Standards Act (FLSA): ExemptTour of Duty: Set ScheduleTelework: Situational telework eligibleThis position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to two pages per ECQ.

You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification, no more than 4 pages total.
1. Demonstrated expert knowledge of U.S. Defense, Foreign and National Security Policy guidance, goals, and objectives throughout your career, including leadership on these matters.
2. Demonstrated experience working on U.S. government security assistance programs implemented by the Departments of State and Defense.Education
