This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes. Job Summary As a Network Architect, you will be responsible for planning the overall network, security, and storage architecture for the Minnesota Bureau of Criminal Apprehension's (BCA) state-wide criminal justice information systems, with a key focus on leading the organization's cloud efforts. You will define common architecture, set standards and guidelines, and provide technical leadership and strategic direction in defining network and security requirements. You will plan and design storage area networks (SANs) for the BCA, making informed decisions to support the organization's goals. Responsibilities also include designing the BCA's on-premises and cloud networks, selecting appropriate technologies, and providing long-range planning to ensure a smooth transition to a cloud-based infrastructure. You will act as a liaison with the Network and Storage teams, providing frameworks and patterns for them to follow. You will also collaborate with criminal justice agencies to meet their business needs. Additionally, you will design and implement systems and networks that interface with external networks (e.g., MNet, Nlets, FBI CJIS) and ensure the network infrastructure supports Homeland Security requirements. This position requires an employee to be onsite at the work location 2 days per week. Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota. Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. : Position requires a minimum of six (6) years of related experience in network design. Experience must include: Knowledge of architect standards and conventions such as TOGAF, ISO/IEC, Zachman, Federal Enterprise Architecture, etc. Data communication protocols. Open Systems Interconnection (OSI) philosophies and protocols. Relevant ISO and ANSI standards. LAN-to-LAN networking requirements, LAN operating systems, and routing and bridging protocols. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year. Preferred Qualifications Network Architecture Expert: Possesses deep knowledge of network architecture principles and hands-on experience designing and implementing complex network solutions, including LANs, WANs, SANs, and cloud networks. Must be proficient in various network technologies like TCP/IP, MPLS, and BGP. Cloud Computing Pro: Demonstrated expertise in cloud migration planning and execution, including transitioning on-premises infrastructure to the cloud. Requires strong understanding of cloud infrastructure management, IaaS, and IaC solutions. Security-Minded: Extensive knowledge of network security principles and experience designing and implementing secure network architectures to protect sensitive data. Must be familiar with FBI CJIS Security Policy and able to configure devices for FIPS compliance. Excellent Communicator & Collaborator: Able to effectively communicate technical information to both technical and non-technical audiences. Must have proven ability to collaborate with diverse stakeholders, including IT staff, law enforcement agencies, and vendors. Problem Solver & Analytical Thinker: Possesses strong analytical and problem-solving skills to identify and resolve complex network issues. Experience with network modeling tools and techniques is essential for analyzing network performance and recommending improvements. Strategic Leader: Able to develop and implement long-term network strategies and roadmaps. Must have experience setting standards and guidelines for network design, development, and security, and demonstrate leadership skills to guide technical teams.
