Job Description
GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel and change in duties as needed. Extended work hours may occur on occasion.
The Creative Director is responsible for developing and implementing internal and external agency multimedia communications, coordinating development of effective marketing/communications materials, and leading production of original long and short form content as well as all internal and external video needs for the agency. Creative Director works with the TDEM Media and Communications team, and is responsible for integrating new multimedia technologies, including live-TV technology, to deliver engaging visual content in a timely and cost-effective manner to advance the brand and mission of the agency. This may require extensive travel on occasion
*Salary is a fixed rate and is non-negotiable.
This position reports to the Section Chief, Media and Communications.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: Serves as the lead of video representative to outside organizations and maintains professional relationships with other departments and government agencies. Assists division leadership with guiding and directing graphic design projects and priorities. Advises agency staff regarding creative multimedia design trends and provides recommendations. Creates, writes, reviews and edits internal and external written materials, prepares presentations and communication materials such as websites, news releases printed and electronic newsletters. Collaborates with TDEM Media and Communications staff to address internal and external communications objectives and strategies, including disaster-specific public information campaigns and materials. Ensures all productions are completed on time, within budget, and to agreed artistic and technical standards. Manages production budgets for all projects. Responsible for integrating new technologies and staying abreast of new opportunities in motion graphic and video production and suggesting new ways to implement new trends and technologies. Works collaboratively with media and communications team members to produce live-TV appearances, web videos, b-roll, training videos, and additional branded content. Works with TDEM Media and Communications team members to design multi-platform visual content and lead all projects through each phase of production including creative development, pre-production, production/shooting, post-production and delivery. Supports content creation and delivery for public distribution. Effectively communicates ongoing project status with the Media and Communications and team. Directly responsible for sharing project information to internal teams and ensuring that TDEM is maximizing the potential of each project in all stages of production. Works with TDEM Media and Communications team members, reviews, edits, and submits for final approval preliminary and final treatments, outlines, shooting scripts, production schedules, budgets, selects, graphics, music, rough cuts, fine cuts, final narration and final versions of all assigned projects. Creates and maintains a studio equipment catalog for inventory and checkout purposes. Cleans and keeps production equipment in proper working condition. Directs live studio interview and studio video shoots. Assists in developing and maintaining an archive of footage and other media. Assists in developing and growing the TDEM TV brand by producing up to date and informative content, including real time multimedia content during active disasters. Collaborates with TDEM Media and Communications team members to expand the TDEM TV audience using social media and search engine optimization (SEO) strategies. Manages video productions by setting up cameras, directing and shooting, running teleprompter, and organizing gear post-shoot. Captures, organizes, and efficiently edits and exports videos and images. Creates titles, motion graphics, and other supporting graphic elements for photos and videos. Face-to-face and person-to-person interactions are required. Maintains regular course of attendance during authorized work schedule and work extended hours when needed. Performs related work as assigned. Ability to travel up to 50%. MINIMUM QUALIFICATIONS:
Education - Bachelor's degree in television, radio, and film from an accredited four-year university.
Experience - Eight (8) years of related experience in the video production industry, including four (4) years minimum experience managing video producers and multimedia production flow from concept to delivery.
*Substitution Note: Additional work experience of the type described may be substituted for the education requirement on a year-for-year basis. Note: Thirty (30) semester hours is considered equivalent to one (1) year of experience. A completed advanced degree may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of graphic and multimedia design; non-computer-based and media graphics production methods, techniques, and equipment; animation; design principles; printing processes; and publishing industry standards and operations. Knowledge of, or the ability to assimilate information related to emergency management, State and Federal regulations, legislation, guidelines, policies and procedures. Proficient with word processing, spreadsheet and presentation software. Strong understanding and capability to operate latest trending gear and styles in the video production industry. Adept with Adobe Creative Suite (Premiere, After Effects, Photoshop, Illustrator) and content management tools. Skilled in managing and running multimedia production projects in a fast-paced environment. Skilled in project management. Excellent organizational, problem solving and time management skills. Excellent verbal and written communication and presentation skills. Experience defining and implementing content delivery processes. Ability to proactively identify and recommend improvements to production processes. Ability to work independently and as a highly motivated self-starter. Ability to develop a network of industry resources. Ability to multitask and work cooperatively with others. Ability to anticipate and identify issues and problem solve. Ability to negotiate and form consensus, define and drive action items. Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc. Ability to communicate with tact and diplomacy. Experience guiding interviews and managing a studio. Ability to develop talent management skills. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Experience creating visually rich content using video, images, graphics and text.

Must complete the following training courses: IS-100, IS-200, IS-700, IS-800 within the first twelve (12) months of employment. Possess a valid Texas Driver's license.
