Position Summary

The Recruiter is a strategic role within the organization supporting client groups by researching, developing, and implementing effective recruiting and staffing strategies to attract qualified and capable talent for the organization. The Recruiter uses broad experience in the recruitment concentration to advance CIHA’s Employer of Choice people strategy. The Recruiter is the prime point of contact for recruitment strategies and leads assignments of complex issues where the evaluation of human capital management requires evaluation of variable approaches and factors to bring solutions that contribute to the enhancement of our culture and business strategy. This position serves as a coach and consultant to leaders regarding all things recruitment and talent acquisition. This role will support the final selection of talent within groups, and works closely with shared services teams. The Recruiter consistently demonstrates superior customer service skills to client groups/patients/customers by demonstrating characteristics that align with CIHA’s guiding principles and core values, ensuring excellent customer service is provided to all client groups/patients/customers by proactively seeking out opportunities to be of service.

Job Duties and Responsibilities

  • The Recruiter uses their broad knowledge of CIHA as well as their knowledge of human resources and client group roles to build strong relationships with teams and hiring leaders to translate and execute proactive sourcing initiatives while ensuring fulfillment of roles focused on exceeding or meeting hiring metrics.
  • Identifies gaps, risks, and opportunities in the talent acquisition process and proposes and implements change strategies as necessary.
  • Develops, facilitates, and implements all phases of the talent acquisition process.
  • Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
  • Assists with job posting and advertisement processes.
  • Screens applications and selects qualified candidates.
  • Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.
  • Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
  • Provides expert and objective advice to leaders and staff on human resources programs, policy and procedures, employment/labor laws, conflict resolution, change management, and organizational development to promote a fair and equitable work environment.
  • Partners with client groups to diagnose, develop, measure and execute talent acquisition action plans based on feedback, traction, and full execution of the hiring process.
  • Meets with client group leaders on a scheduled cadence to present prepared reports utilizing analytics, data, metrics, and reports to identify trends and goals developing solutions, programs, and policies to support positive talent acquisition strategies and recommendations to improve recruitment practices and overall organizational performance.
  • Ensures human resources principles are being applied consistently and effectively while ensuring compliance with employment laws, tribal code, and regulatory requirements.

  • Works within a small HR team, from time to time will be required to support specialist functions.

  • Conduct Job Fairs and strategic recruiting efforts designed to reduce time to fill
  • In partnership with HRBP, identify candidates using the latest online recruitment sources and methodologies
  • Manage online applications. Conduct initial assessments of internal and external candidates to determine if minimum qualifications are met, screens candidate pools, and prepares tier 1 and tier 2-4 top candidates for hiring manager review.
  • Monitor staff status changes and updates all staff related files to reflect such changes as names, position, wages, transfers, etc.
  • Responds to employee questions regarding policies and related issues; assists as needed to resolve questions or problems

Education/Experience

  • Bachelor degree from an accredited college in Human Resources, Business Management or other business-related field with two years of HR, or verifiable work experience; or, Associate Degree plus six years work experience in Human Resources, or related field is required.
  • 5 years of Recruiter experience; 7 years in HR. Experience must include succession planning
  • SHRM-CP or SHRM-SCP preferred
  • SHRM’s Recruiter Specialty Credential or equivalent a plus

Knowledge/Skills/Abilities

  • Demonstrated experience guiding leaders on proactive, effective recruitment issues, particularly for hard to fill positions
  • Committed to building a strong CIHA culture and continuous improvement in implementing sourcing strategies for recruitment for a variety of roles.
  • Proactive and independent with ability to take imitative
  • Advanced knowledge of Microsoft Office suite and applicant tracking software
  • Demonstrates business acumen and strong interpersonal skills to maintain business relationships with internal and external partners, patients, staff, client groups, and teams.
  • Excellent verbal and written communication and presentation skills.
  • Self-organized and detail-oriented
  • Ability to work effectively and collaboratively with a team as well as independently without supervision; Ability to coordinate, manage multiple projects and priorities effectively
  • Ability to maintain a high level of confidentiality, professionalism, and ethical behavior.
  • Strong data management and data analytics skills
  • Flexible in adapting and responding to changing situations.
  • Must adhere to all CIHA confidentiality policies and procedures.
  • May be necessary to work when Administrative Leave is granted.
  • Requires the knowledge of CIHA policies and procedures including but not limited to human resources policies, hiring procedures, fiscal policy, and other employment related areas like Indian Preference and Fair Labor Standards Act.
  • Must have strong interpersonal, oral, and written communication, and negotiation skills.
  • Must have a Valid Driver’s License
