POSITION PURPOSE
Recruiter I is responsible for hiring strategies to meet the demands and hiring goals of IndyGo, with an emphasis on union positions such as Coach Operators and Mechanics. The incumbent will also support the talent acquisition process, from sourcing to selection, across all job classifications and grades and maintain a recruitment pipeline strategy for volume hiring needs.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
To be successful in this role, an individual must be able to perform in a satisfactory manner the functions listed below. A heavy emphasis in this role is placed on sourcing and recruiting talent for Coach Operators and Mechanics. You will utilize community relationships, research, and networking skills. The role requires proactive identification of active and passive talent through the execution of the recruitment plan and creative marketing for high-volume staffing. The position will also be responsible for placing and editing job advertisements in various media outlets, database management, internet resume mining, cold calling, local school/organization recruiting, and screening applicants.
ESSENTIAL FUNCTIONS
- Assists in the hiring goals by identifying, sourcing, recruiting, and screening highly qualified candidates
- Partners with hiring managers to build recruitment plans, clarify and create required job skills, create job descriptions and competencies, and use the best sourcing strategies and techniques for each job classification
- Aid in the development of interview questions upon request of the hiring manager
- Review resumes against job requirements, conduct candidate phone screens/assessments against qualifications, and present to hiring managers.
- Support the recruitment strategy by developing a pipeline that proactively funnels qualified candidates into the candidate pool.
- Collaborate with the Onboarding and Community Engagement Coordinator to coordinate new hire onboarding and build relationships with the community to source candidates by utilizing social media, competitive intelligence/research, sourcing tools such as employee referrals, diversity, local colleges, and other recruitment outreach.
- Tracks expenses as it relates to talent acquisition efforts; analyzes the effectiveness of the various efforts to improve the process continually.

EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual must have the following education and/or experience.
- Associate degree with coursework in Human Resource Management, Organizational Development, I/O Psychology, or a related field required. Two years of relevant experience may be substituted in lieu of education. Bachelors preferred.
- A minimum of two (2) years of experience is required to include recruiting, interviewing, marketing, advertising composition, and interaction with the public; experience in a union environment is preferred.
- SHRM-CP or SHRM-SCP / PHR or SPHR certification preferred.
- Flexibility to work flexible hours both in peak season and as needed.
KNOWLEDGE, SKILLS, AND ABILITIES

- Advanced knowledge and proficiency in using social media, job websites, internet research, data mining, and sourcing techniques.
- Advanced knowledge and proficiency in a variety of selection techniques, such as behavioral interviewing and adhering to employment compliance laws and regulations.
- Knowledge of employment tests and selection procedures.
- Knowledge and experience in human resources policies and processes, including but not limited to employee and labor relations, recruiting and selection, personnel files, compensation and benefits, performance, and development.
- Advanced proficiency using a computer and related technology, including proficiency with Microsoft Office, the internet, software applications, and complex spreadsheets and databases.
- Ability to communicate effectively with individuals and groups regarding corporation policies and procedures, using tact, patience, and courtesy in dealing with angry or upset individuals.
- Ability to process and analyze data.
- Ability to prioritize, organize, and manage tasks and time effectively required.
