POSITION OVERVIEW SECTION

The employee shall work within the Air and Space Human Performance Branch (RHBA) providing direct support to Performance and Resilience Optimization (PRO) program research personnel and laboratories. The PRO research portfolio is developing a collaborative relationship with the USAFSAM Department of Aerospace Medicine (USAFSAM/FE), Aerospace Medicine Studies and Analysis Division (FES), Operational Support Team (FESO), and requires a subject matter expert (SME) in research development and data analysis to facilitate this collaboration. FESO was established to provide support to Base Operational Support Teams in the field, assist program development, data analysis, education, training, and field consultative support. The team regularly conducts data audits, evaluation of program effectiveness, and tracking of programmatic measures of success. This requirement is for a Subject Matter Expert (SME) in research design, data management, and data analysis to be located within the FESO branch of the FES Division and facilitate and support the collaboration between RHBA and FESO by understanding the FESO data sources, the Operational Support Teams' research needs, and translating those to the RHBA team so that RHBA can develop associated research programs

Essential Job Functions

  • Assist in designing, formulating, conducting, and leading data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the DAF total force population. The employee shall use judgement and originality in developing innovative approaches to define and resolve highly complex situations.
  • Have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
  • Assist in the management of the retrieval and integration of health information data, personnel records, deployment-related records, health surveillance registries, and other military-related data into useable format for end-users.
  • Assist in data collection in support of the RHBA and FESO collaborative research.
  • Complete Collaborative Institutional Training Initiative human subject use training (CITI training) and DAF Health Insurance Portability and Accountability Act (HIPAA) training within the first month and maintain annual currency thereafter. The primary duties for this position cannot be carried out without this training. This course is required for investigators and staff conducting research with human subjects.
  • Draft reports, prepare, and/or present reports, documents, and/or presentations pertaining to the status of the research and data analysis as requested, and meet RHBA projected suspense dates.
  • Present results of studies or investigations through briefings, technical reports, and publication into scientific journals.
  • Apply knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance and collaborate with technical area stakeholders to develop strategies for effective execution within a particular technology area.
  • In addition to the duties described above, the contractor employee shall conduct any other functions and duties recognized as being necessary to conduct their primary role within the scope of the effort.
  • Support the RHBA mission by coordinating the RHBA and FESO collaborative research projects.
Qualifications

Minimum Position Requirements

  • Possess a minimum of a Masters' degree in Epidemiology, Statistics, Data Science, or Bioinformatics.
  • Minimum of 5 years' demonstrated experience in advanced analytical skills to include visual analytics in population health and health data surveillance.
  • Possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the DAF total force population.
  • Proficiency in the Microsoft Office suite of applications, Adobe Acrobat, and SharePoint, and shall have experience to demonstrate expert knowledge in descriptive statistics, as well as SAS/SAS EG.
  • Demonstrated experience with writing technical documentation, research and development programs, and research reports. Examples may include functional requirements documents, test plans, human subjects protocols, technical reports, and training material.

Highly Desired Qualifications

  • Experience within a health analytics related field and working with DAF related data is desired.
