Job Description
Quattro Consulting, an operating firm of Command Holdings, is currently seeking a Data Manager to serve on a potential effort supporting the Navy.
Responsibilities for this position may include (but are not limited to):
- Support the identification of data integrity issues and recommend corrective actions in coordination with the business process owners and the Business Management Division.
- Developing processes, procedures and tools to gather, maintain, and provide monthly and cumulative tracking of all financial data associated with Navy and USTRANSCOM fund, both at the command and fund level.
- Conducting financial analyses of raw data to determine the efficacy of financial operations and the variance to plan at various indenture levels across the command.
- Performing trend analysis to evaluate changes in performance over time and making recommendations for improvements in financial performance.
- Packaging relevant financial data analysis into an easily understood presentation format, approved by the COR.
- Proactively reviewing, reconciling, and providing process improvement recommendations for data tracking and manipulation.
- Identifying current issues relating to both external and internal sources of financial data.
- Capturing, codifying, and publishing standard operating procedures for common financial transactional tasks for use by MSC personnel.
This position is contingent on contract award.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Travel:
- 11-20% / Occasional travel.

Requirements
Basic Qualifications
- Bachelor’s Degree from an accredited college or university and five (5) years of professional experience as a Data Manager //OR// twelve (12) years of professional experience as a data manager if no degree.
- Current, active Secret Clearance.
- Ability to apply the Digital Accountability and Transparency Act (DATA) of 2014
- Working knowledge of the Office of the Undersecretary of Defense, Comptroller (OUSD[C]) Advanced Analytics (ADVANA) Tool.
- Ability to analyze/prepare documentation and identify and resolve complex problems.
- Able to obtain, analyze, and evaluate complex textual and/or quantitative data in order to make comparisons among alternatives or to make recommendations for corrections or improvements in processes, operations or policies.
- Ability to organize, direct, and coordinate planning and production of all data related activities.
- Direct knowledge of Department of Defense policies and directives.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.

Preferred Qualifications
- Bachelor’s Degree in Data Sciences.
- Specific data management experience with the US Navy and/or other Department of Defense entity.
