Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, federal and extramural costing policy, benefits accounting, capital assets and debt accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations. The Investments and General Accounting unit maintains the investment and endowment accounting records for the UC system, oversees the general ledger for UCOP and provides expertise on accounting and financial matters for gift and endowment accounting, investment accounting and general accounting matters.

Position Summary
The Investments and General Accounting unit is responsible for centralized accounting and financial reporting for endowment funds, campus foundations, other UC affiliated organizations. The Investments and General Accounting unit manages investment and endowment system administration, general accounting transactions, endowment record keeping and planned giving portfolio. This area is also responsible for participant accounting for the University's investment pools portfolio of over $40 billion (General Endowment Pool, Short Term Investment Pool and Total Return Investment Pool) including recording and reconciling investment transactions, as well as accounting and recording investment activity for the University of California Retirement Plan (UCRP) and University of California Retirement Savings Plan (UCRSP) funds, including pool processing for the UCRP and Department of Energy Laboratory segments. Reporting to the Associate Controller, the Accounting Manager is responsible for managing, preparing, administering and directing the work done in the areas of General Accounting and Endowment & Investment Accounting. This includes maintaining accurate accounting records for UCOP encompassing developing, implementing and monitoring accounting systems, policies and procedures. The Accounting Manager will work with the Capital Assets & Debt Accounting Manager and Systemwide Financial Reporting Manager as a recognized subject matter expert who functions in the following areas:

- Oversees and coordinates the University's monthly and annual fiscal closing operations with other local and systemwide departments and campuses.

- Assists internal and external auditors in the audit of the University's records and resolves audit issues. -Develops accounting and reporting policy and procedures in response to Governmental Accounting Standards Board (GASB) and other external and internal requirements.

- Provide specialized accounting assistance and coordination to campuses on general accounting and endowment and investment accounting matters.

- Manage the state educational appropriations claims process with other stakeholders.

- Manage the accounting and reporting of over 5,000 participants in the University's investment pools.

- Analyzes agreements and performs accounting research to provide accounting instructions necessary to properly record the transactions to campuses and medical centers. interprets the application of procedures to campuses.

- Participates in the maintenance including testing and implementation of enhancements and modifications of the endowment and investment accounting system, general ledgers for the UCOP and certain systemwide functions, and consolidated financial reporting systems and tools.

- Lead projects with systemwide impact that include formulating strategies and administering policies, processes and resources that affect immediate operations and may also have systemwide effect.

Key Responsibilities

  • 30% Directs and monitors staff to complete assignments using established guidelines, procedures and standards related to the University's endowment & investments portfolio and general accounting activities. This role is responsible for overseeing the participant accounting for the University's investment pools and separately managed assets portfolio of over $160 billion. Oversees the state educational appropriations claim processing for the entire University and a key player in preparing the University's annual financial report and State of California reporting requirements. Supervises a team of 8 accountants in various areas including the timely closing of month-end and annual financial and endowment journals; state appropriation reconciliations; financial control and other intercampus transactions; Department of Energy Laboratory matters; file submissions from locations using the common chart of accounts; cash management, cashiering and credit card coordination and bank account reconciliations.
  • 30% Establishes accounting procedures for areas other than capital assets and debt for the entire University of California system. Acts as an advisor to campuses, medical centers, foundations and others and become actively involved, as required, to meet schedules and resolve issues. This includes interpreting, implementing and establishing accounting procedures and processes to ensure compliance with University and external requirements. Provides specialized accounting assistance and coordination to campuses and other UCOP departments on endowments, investments and general accounting related issues.
  • 15% Establishes and recommends changes to accounting and reporting policy and procedures in response to Governmental Accounting Standards Board (GASB) as well as other external and internal requirements. Ensures the accurate compilation, analysis and reporting of accounting data. Provides technical accounting guidance on unusual/nonrecurring transactions.
  • 15% Provides leadership, oversight, and mentorship to a team of high-level professionals. Responsible for the recruitment, retention, and evaluation of staff. Sets overarching, multi-year unit and individual priorities and objectives. Develops succession plans and cross-training for staff across multiple areas of expertise. Identifies training opportunities to improve the effectiveness and growth of the unit and individual employees. Makes recommendations and implements decisions on departmental issues (operations, budget, staffing needs, employee relations, etc.). Provides leadership in establishing and maintaining strong partnerships with campus locations, Office of the President departments, and other key stakeholders. Implements initiatives to advance the AVP/Systemwide Controller's vision, coordinating efforts among the different units as appropriate.
  • 10% Leads and a key participant in the maintenance including testing and implementation of enhancements and modifications of the endowment and investment accounting system, general ledgers for the UCOP and certain systemwide functions, and systemwide financial reporting system. Maintains chart of accounts to meet reporting needs. Provide assistance in the retrieval of data from the system. Coordinates annual fiscal closing operations with other systemwide departments and campuses and participates in the annual financial statement audits and special projects. Assists internal and external auditors in the audit of the University's records and resolves audit issues.

Preferred Qualifications

  • Broad knowledge of the organization's operational, personnel, and financial transactions and systems.
  • Experience with large organizations
  • Experience in Oracle Cloud Financials and other Oracle Cloud - Enterprise Performance Management solutions
  • Experience in Fundriver (endowment accounting software)


Education
Required Qualifications

  • Bachelor's degree or higher in accounting, finance or related area and eight or more years of progressively responsible experience in accounting and financial analysis or equivalent combination of education and experience.

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
