JOB SUMMARY: Responsible for the operation of heavy equipment used in the construction and/or repair of roads and bridges within Pulaski County; provides direction to a crew involved with road or bridge construction or maintenance.
ESSENTIAL JOB FUNCTIONS:
- Operates heavy equipment such as dozer, scraper, front end loader, dragline, backhoe, track hoe, track loader, hot asphalt distributor, roller, sweeper, chip box, mower, drott ditch – digging machine, or flusher truck to perform skilled functions involved with road repair and maintenance.
- Operates dump truck hauling materials related to construction or repair.
- Ensures crew has necessary equipment and supplies each day prior to leaving for the job site.
- Performs daily safety and preventative maintenance inspection on equipment prior to and after use; completes report noting problems with equipment.
- Makes minor repairs and preventative maintenance on equipment, such as changing oil, lubrication, or washing to ensure proper operation.
- Supervises the operation of all equipment on the job to ensure proper safety and operating procedures are being followed.
- Uses hand tools including a chain saw and jackhammer as needed for assigned jobs.
- Completes daily written reports as required.
- Supervises the work of the crew in absence of a foreman ensuring safe and efficient performance of duties.
- Operates salt spreader in the event of icy roads.
- Operates forklift to load trucks.
- Performs labor duties such as raking or shoveling asphalt as needed for backup.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Perform other related duties as required.
PERSONNEL SUPERVISED: Provides lead supervision to the assigned crew in the absence of the Foreman.
WORKING CONDITIONS: Duties are performed in an outdoor environment with frequent exposure to undesirable weather conditions. Careful attention must be exercised with the operation of equipment and the directing of traffic to reduce exposure to injuries. Occasional evening and weekend work is required during inclement weather and other emergencies.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of the processes and procedures involved with road construction and maintenance.
- Considerable knowledge of the maintenance requirements for light to heavy-duty trucks and street construction equipment.
- Considerable knowledge of the appropriate safety procedures involved with equipment operation and road construction and maintenance work within the right-of-way.
- Ability to complete brief narrative and numerical reports.
- Ability to inspect equipment for proper working order.
- Ability to perform basic maintenance and minor repairs to equipment.
- Ability to determine materials, tools, and equipment needed to complete road construction or maintenance jobs.
- Ability to supervise the work of a road construction or maintenance crew.
- Ability to attend work regularly and reliably.
- Considerable skill in the operation of medium to heavy earthmoving and road construction equipment such as the dozer, scraper, track loader, dragline, backhoe, hot asphalt distributor, roller, sweeper, chip box, flusher truck, drott ditch-digging machine, and salt spreader.
- Skill in the operation of hand and power tools and equipment.
PHYSICAL REQUIREMENTS:
- Digital dexterity is necessary to push and pull levers, pushbuttons, and turn steering wheels in order to operate the equipment.
- Ability to make frequent torso and head turns to monitor the operation of equipment and the location of other workers and traffic.
- Visual acuity is necessary to ensure efficient work completion and the safety of citizens and fellow workers.
- Ability to lift and carry loads up to 50 pounds.
- Ability to work in a constant state of alertness and in a safe manner.
- Ability to concentrate for long periods of time.
EDUCATION AND EXPERIENCE:
Completion of grade school; considerable work experience in the operation of heavy earthmoving and construction equipment; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
Requirements
- Must possess a valid Arkansas Commercial Driver's License (CDL), Class A, or be able to obtain one within six (6) months of employment. Some positions require the N (Tank Vehicle) endorsement.
- Subject to pre-employment and random drug and alcohol testing in compliance with the regulations of the US Department of Transportation.
- Employment is contingent upon the successful completion of a pre-employment job-related physical and a motor vehicle report.
- In addition to pre-employment checks, employees who operate county vehicles are required to undergo an annual motor vehicle report.
- Regular and reliable attendance is an essential function of this position.
