Job Description
Position Overview:
The Senior Business Analyst acts as a liaison between CBH stakeholders and information technology in order to understand the structure, policies, and operations of the organization, and to recommend effective solutions that enable the organization to achieve its goals through the use of technology. The Senior Business Analyst performs system testing and analysis to make sure that CBH systems are working properly and meeting the requirements and functions for new and existing applications.

- Assist in assuring both internal and external program integrity by being alert to and reporting suspected instances of provider and employee fraud, waste or abuse.
Essential Functions:
- Elicit requirements from CBH staff to develop business, functional and technical specifications for specified projects or applications (i.e. ERP, SQL), acting as liason to bridge the gap between non-technical users and technical staff
- May be required to mentor, assist and lead other Business Analysts and Team members.
- Work with project team to keep the project moving forward by meeting deadlines on assigned tasks and assisting with problem resolution
- Participate in the development of training materials, participates in implementation and provide post-implementation support
- Participate in the development of software test plans, lead testing efforts, and provide appropriate recommendations to technical staff for software improvements
- Analyze business issues and challenges of CBH and the industry
- Run reports and queries to allow management to evaluate system impact and assists in problem resolution
- Create state reports and maintain documentation of state and federal guidelines and regulations
Position Requirements:
- Education: Bachelor’s degree preferred
- License/Certification: N/A
- Relevant Work Experience: Minimum of 5 years of experience in business process engineering and software development life cycle including analysis, design, development, testing and implementation of software applications
- Interest in working in behavioral health is required; experience is preferred
- Works with customers, internal stakeholders and SMEs to fully understand requirements which enable accurate translation and prioritization of features and stories.
- Accountable for the translation of high-level business requirements to actionable stories.
- Incorporates and creates stories with detailed requirements, business rules, use cases, and acceptance criteria illustrating business needs in support of the business vision.
- Strong advocate for cross functional business development, requirement reuse across all product and business spectrum.
- Works to gain commitment from stakeholders and team members.
- Assess and validate integration/solutions and data integrity/quality
- Create data mapping and data flow diagrams
- Assess the impact of data and software changes on the current and future business
- Participate in data exploration and conceptual design for strategic initiatives
- Delivers presentations and demos to executives and large audience meetings.
- Acts as the point of collaboration to assure all members of the product team stay aligned, communicate effectively and understand the current feature set, goal and future vision.
- Ensures proper documentation and effective knowledge transfer exists for all parties involved including development, quality assurance, marketing, product support, implementation and education
- Facilitates and conducts meetings and interactions of necessary support groups. Be the user advocate on the development and product management teams.
Technical Skills Required:
- Excellent written and oral communication skills, interpersonal skills, customer service skills and presentation skills both for a non-technical and technical audience
- Excellent analytical skills
- Ability to multi-task throughout the duration of large information systems projects
- Experience with database structure and analysis, Transact-SQL and SSRS reporting
- Familiarity with SQL required
- Experience with MS Teams and Zoom
- Proficiency with MS Office, especially Excel VBA and formulas, and in creating reports using Excel and Access
- Ability to work independently and in a team environment
- Ability to quickly learn and understand complex business and technical requirements
- Ability to work under tight project deadlines

Philadelphia Residency Requirement:
- The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
