The Position

The Regional Utility Services department is seeking a Plan Review Technician 2. This position performs journey-level tasks associated with grade level, and related to the review of development and construction plans for stormwater and sanitary sewer infrastructure, Low Impact Development Approaches (green infrastructure), natural resources protection and enhancement, and erosion and sediment control best management practices. This position evaluates, approves, and permits development plans and homeowner construction projects in accordance with the District's Design and Construction Standards.

This recruitment may be used to fill a Plan Review Technician 1 or Plan Review Technician 2. To be considered for both, please apply separately for each position.

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Review, approve, and issue permits for developer and homeowner construction projects to ensure compliance with standards for stormwater and sanitary sewer infrastructure and connections, Low Impact Development Approaches (green infrastructure), natural resources protection and enhancement, and erosion and sediment control best management practices.
  2. Perform preliminary and basic technical review of land use applications, engineering plans, and design calculations for conformance with District's Design and Construction Standards. Provide written comments and assist with explaining policies, procedures, and requirements to applicants.
  3. Review subdivision and partition plats for consistency with approved engineering plans; and review easements for sanitary and stormwater conveyance systems, surface water management facilities, and protected natural resources.
  4. Research as-built record drawings and Geographic Information System (GIS) data; perform basic calculations (i.e. elevations and slope) to confirm accuracy of plans to connect to the storm and sanitary collection systems.
  5. Research and answer questions about District policies, procedures, and requirements. Confer with, respond to, and assist internal and external customers regarding District requirements and standards for development review, design, construction, inspection, erosion control, and easements.
  6. Input, utilize, and maintain computerized data relating to plan review, permitting, GIS, MMIS, TV inspection reports, infrastructure inventory, and inspections.
  7. Assist with field work including pre-development investigation and evaluation of physical site, vegetated corridor, and water quality sensitive area conditions; assist with evaluation and inspection of developer-installed sanitary and surface water facilities, vegetated corridor restoration, and erosion control measures.
In addition to the Essential Functions above, the Plan Review Technician 2 may also be assigned the following Essential Functions:
  1. Perform journey-level technical review of land use applications, engineering plans, and design calculations for conformance with District's Design and Construction Standards.
  2. Perform responsible field work and site inspections in a variety of settings including but not limited to: construction sites, creeks, and undeveloped areas.
  3. Research and answer complex questions regarding District policies, procedures, and requirements regarding permitting, review, and approval of developer and homeowner construction projects.
  4. Confer with other Departments regarding development impacts to District infrastructure, and program coordination.

Qualifications

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.

KNOWLEDGE OF:
  • Engineering, environmental, utility, and/or infrastructure planning or construction principles, practices, and standards
  • Geographic Information Systems (GIS)
  • Basic design practices for civil, and environmental planning
  • Local, State and Federal environmental standards
SKILL IN:
  • Reading and interpreting topographic plans, utility layouts, construction drawings, design reports and property record maps
  • GIS software and databases
  • Microsoft applications.
ABILITY TO:
  • Maintain accurate records
  • Establish and maintain effective working relationships with those contacted in the course of work including District and other government officials, builders, developers, and the general public
  • Operate effectively in a team environment.
  • Communicate clearly and concisely, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES:
A typical way to obtain the required knowledge, skills, and abilities for Plan Review Technician Series would be:

2+ years of experience which includes planning, design, drafting, technical review, inspection or construction of sanitary or stormwater infrastructure, utility or drainage systems, water quality or environmental science, natural resource enhancement (stream, wetlands, Sensitive Area, Vegetated Corridor) enhancement, erosion control measures, GIS or cartography, land acquisition or land development.

College-level coursework in environmental science, engineering, materials science, land use planning, construction technology, construction management, drafting, design, GIS or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid State issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
