SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. LEVEL OF WORK: Entry. SUPERVISION RECEIVED: Close from higher-level personnel. SUPERVISION EXERCISED: None. LOCATION OF WORK: Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service. JOB DISTINCTIONS: Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program. Examples of Work 60% Administrative Performs/reviews Office of Risk Management pre-audits for compliance and coordinates the Office of Risk Management Audit. Serves as a consultant to the Loss Prevention Safety Committee and makes recommendations based on safety rules, regulations, policies, procedures, laws and circumstances of the accidents being reviewed. Serves as a liaison for matters involving other agencies (federal, state, local) concerning loss prevention and safety. Complies and maintains DOTO motor accident files, personal injury files and various other files deemed necessary by the Loss Prevention Director in order to enhance the DOTO Loss Prevention Program. Conducts specific safety research, determines, recommends and authorizes specific methods, policies, procedures and priorities to assist DOTD in developing and maintaining comprehensive and effective Loss Prevention and Safety and Health Programs. Assists in developing and maintaining, monitoring and analyzing DOTO accident data, inspection reports and compliance data files to pinpoint unsafe conditions, unsafe acts and non compliance of LRS Title 39, Section 1546-44. Provides highly technical assistance and advice on various Risk Analysis and Loss Prevention issues to DOTO management to ensure conformance to state requirements, policies and regulations. Works with DOTO management to establish and maintain programs to promote increased safety awareness by employees. Assesses agency's safety problems and needs; determines, recommends specific methods, policies, procedures and priorities to assist DOTO in developing and maintaining comprehensive and effective Loss Prevention Safety Programs. 30% Field Work Performs on-site inspections of DOTO equipment, facilities and job sites for compliance with safety codes, standards, procedures and/or practices. Functionally supervises and instructs DOTO employees on safe working habits or conditions and issues citations for unsafe acts/unsafe conditions, recommends remedial action and monitors compliance and loss control. Investigates motor vehicle/equipment accidents and work related injuries to determine cause and circumstances; recommends remedial and monitors safety and loss prevention program compliance. Notifies Loss Prevention DOTO Program Director of procedural problems and recommends safety and risk analysis training necessary to enhance loss prevention performance. 5% Training/Certification Is a certified Instructor/Trainer for the DOTO Loss Prevention employees. Works with and prepares section employees to become certified instructors in all ASH classes. Serves as an instructor for Driver Improvement, Cardiopulmonary Resuscitation (CPR), First Aid, Bloodborne Pathogens and other prescribed safety training and loss prevention programs as necessary. Acts as a functional supervisor when training DOTO employees. Makes recommendations to DOTD Loss Prevention Supervisor regarding safety meetings, education and/or loss prevention training to enhance performance of employees. 5% May be required to perform other duties as necessary including, but not limited to, Emergency Disaster suppo1t duties.
