This 1823 Senior Administrative Analyst works on the accounting activities in the Controller’s Accounting Operations and Supplier Division (AOSD). The 1823 may also support Citywide accounting operations and financial analysis as part of the Controller’s Financial & Accounting Support Team (FAST).
AOSD’s primary mission is to control the financial activities of the City. The division certifies contracts, pays vendors, approves personnel requisitions and reviews, monitors, controls, and projects departmental expenditures on a continuous basis to assess overall fiscal condition. The division assists departments to achieve fiscal compliance, accuracy, timeliness and meaningfulness for the resulting financial information. The division is also responsible for producing the City's annual audited financial statements including the Annual Comprehensive Financial Report (ACFR), the Single Audit Report, and other reports required by federal, state, and local regulations, as well as the Countywide Cost Allocation Plan (COWCAP). Other functions include developing and maintaining citywide financial systems, system policies, procedures, training, security, and documentation.

The 1823 Senior Administrative Analyst will support Citywide accounting operations and financial analysis as part of the Controller’s Financial & Accounting Support Team (FAST). This position will operate full-time at the Municipal Transportation Authority. Under the Budget, Financial Planning and Analysis Section, the Project Controls Unit ensures on-time and on-budget delivery of projects as a part of the Agency's $3.4 billion capital program, which supports the nation’s most unique transportation agency and storied transit system (Muni).
The 1823 Administrative Analyst supports cross-divisional efforts to improve project delivery and conduct analytical work to support implementation of capital program budgets. Unit responsibilities include facilitation of project planning, scheduling, and budgeting, project delivery improvement initiatives, project governance and reporting, monitoring and control of projects, and maintaining systems of record for all active and planned projects.
- Creating and processing PeopleSoft entries to record budget and actual activities in the accounting system in connection with funding requests, budget allocations, revenue transfers, work authorizations, and de-obligation of funds.
- Reconciliation of budget and actual expenditures in the Capital Grants unit.
- Research and identification of methods to support the SFMTA's capital project delivery and work closely with project delivery, budget, and financial analysis functions to assist in the development of recommendations to monitor and improve Transit, Streets, and Capital Programs & Construction Divisions’ project management performance.
- Perform data analysis in collaboration with budget and financial analysis teams to ensure accurate project recordkeeping and reporting, and research and mitigate budgetary and schedule risks related to capital projects.
- Assist in the implementation of project management methods such as earned value management (EVM), change control, and standardized project report cards.
How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions) may apply to a particular position and will be stated on the job ad.
Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
