Climate Action Systems Analyst - Public Health

Job Summary The Climate Action Systems Analyst position coordinates and manages operational components of Clark County Public Health's (CCPH) Climate Action program to meet identified community health goals. Incumbents support the planning, monitoring, and evaluation of activities and work plan deliverables within the program. Incumbent prioritizes convening CCPH staff and community partners to preserve community health and wellbeing against health risks and hazards associated with extreme weather impacts and changes in climate. The position works as a key a member of the Climate Action team to build partnerships and center community voice to ensure the implementation of climate action strategies to reduce related health harms for Clark County residents. Climate Action Systems Analyst duties include data and systems analysis, program planning, relationship building, group facilitation, policy research and evaluation. Incumbents plan and implement strategies to accomplish goals and objectives using data to prioritize climate action work. With the support of the Climate Action Program Manager, incumbent will coordinate climate action resources; develop, implement, and monitor relevant plans; and provide technical assistance to partners as needed.

This position offers a hybrid remote work schedule. The candidate selected must reside in Oregon or Washington, no exceptions.

Qualifications

Education and Experience:

Applicants must demonstrate a minimum of two (2) years of progressive experience working with diverse communities, government institutions and non-profit organizations and managing people. Experience facilitating multi-disciplinary groups and use of project management tools required. Applicants must demonstrate competency identifying and developing racially equitable climate action policies, practices, and systems-design approaches which prioritize environmental justice and improve population-level health outcomes associated with changes in climate and extreme weather events.

Applicants with post-secondary associated coursework in public health, public administration, and associated environmental health fields preferred. Incumbent must be a resident of Oregon or Washington to finalize and complete processes to onboard as an employee of Clark County. Hybrid-remote work must occur within the states of Oregon or Washington.

Ability to solicit and apply community input in the planning, design and delivery of public health programs, activities, materials development, and associated evaluation plans. Write clear and concise reports, memoranda, and letters. Analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations. Utilize various PC applications at an advanced level. Establish and maintain effective working relationships with program staff, the public, other government agencies, contractors, and other County staff. Apply systems thinking as part of collective impact efforts. Research and apply interventions that reduce risk for poor health outcomes associated with extreme weather and changes in climate. Prioritize the use of power transfer practices to prioritize engagement and partnership with communities experiencing health harms resulting from historical and current systems of oppression and structural and institutional racism. Ability to make system-level recommendations that center and benefit communities disproportionately impacted by climate change. Work in partnership with program staff on development and implementation of the climate action program and associated projects and initiatives. Demonstrate use of good judgment and the knowledge of when to seek additional help. Confer with colleagues and partners about issues of public health significance. Effectively work with persons from diverse backgrounds and identities including age, color, religion, national or ethnic origin, socioeconomic status, physical characteristics, sex, sexual orientation, gender identity, gender expression, marital status, veteran status, health status, genetic predisposition, political belief or mental or physical abilities. Prepare effective correspondence and reports. Respond to public health emergencies or exercise at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under public health emergencies. Other Special Requirements:

Examples of Duties

Duties may include but are not limited to the following:

Supports public health staff with hazard/threat analysis, community asset mapping, capacity building and community engagement across mitigation, adaptation, preparedness, response, resiliency, communication, education and social cohesion climate action domains. Supports the implementation of Clark County Public Health's Climate Action program and the development of Clark County Public Health's Climate and Health Action Plan. Coordinates department climate-related activities across domains and connects subject matter experts with partners as needed. Provides technical assistance and support to programs, divisions and multi-disciplinary workgroups to evaluate climate impacts on existing and future public health services. Uses targeted universalism theory to plan, develop, and implement population-level climate and health prevention and intervention priorities, goals, objectives and strategy efforts. Provides coordination for the design and implementation of Clark County Public Health's interdepartmental Climate and Health Committee. Provides technical support for climate action initiatives within the department. Uses data, emerging science, evidence-based practices, and community partnerships to facilitate the development and implementation of climate action plans, policy and strategy efforts designed to promote racial equity, environmental justice, and protect the health of Clark County residents. Provides coordination to staff and partners engaging in data surveillance, monitoring, evaluation with emphasis on climate and extreme weather impacts on populations experiencing increased risk of harm and poor health outcomes. Ensures the latest research and best practices across climate action and health domains are shared with public health staff and community partners to inform continuous progress and evolving approaches to domain-based climate action interventions. Builds and maintains relationships with community partners and government agencies engaging in climate action work. Other operational duties

In partnership with Climate and Health Committee members and subject matter experts, coordinates department climate action resources. Represents the department at various events such as: meetings, hearings, training, and bid openings; and ensures that department goals, views and positions are presented. Confers with community groups; coordinates partner activities, explains and promotes the climate action program to the public and priority populations served. Performs other related duties as required.

Salary Range $6,182.00 - $8,656.00- per month

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work.

Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
