Department Summary

The Office of Contract and Grant Administration (OCGA) is a part of the Office of Research Administration (ORA) and supports the approximate $1 billion annual research program at UCLA. Under delegated authority from the University of California Office of the President, and the UCLA Chancellor, OCGA has institutional authority to solicit, accept, and execute research agreements for government and non-profit sponsored project activities. OCGA has primary responsibility for the interpretation of University-wide and campus policy, sponsor guidelines, and applicable federal and state laws and regulations related to sponsored activities.

Position Summary

The Director reports to the Senior Director of OCGA within UCLA's central ORA. The incumbent is a highly motivated manager who leads through subordinate managers multiple teams of research administration professionals at all levels. The Director oversees the teams that manage award execution, negotiates complex agreements, issues outgoing subawards, and advises on pre-award compliance to researchers and administrators in over 300 departments at UCLA. UCLA is the No. 1 public university in the nation and received $1.6 billion in sponsored research funding in FY2024. The Director applies expert knowledge of sponsored research proposal and award management and institutional policy and procedures to lead and direct one (1) Associate Director, three (3) Assistant Directors, and 29 high-performing Officers and analysts, who collaborate with campus research administrators to issue over 1,800 outgoing subawards and execute over 7,800 awards valued at $1.6 billion annually. The Director determines operational objectives, manages human resources to meet department goals, supports skill development of staff, and develops strategies and policies/procedures that have campus-wide impact.

Qualifications

Expert skill in negotiating, executing, and managing the full range of contracts and grants, including advanced concepts of intellectual property, international agreements, subaward agreements, etc. (Required) Proven managerial skills to lead and manage a broad-based central office in contract and grant management utilizing industry best practices and procedures. (Required) Experience in effectively supervising management and professional staff. Skill in recruiting, hiring, training and evaluating job performance, including progressive discipline as necessary. (Required) Ability to develop and maintain effective working relationships within a diverse multicultural environment, interacting frequently with faculty, University leadership, research representatives, and other business professionals. (Required) Proven organizational expertise in successfully negotiating federal terms and conditions governing contracts, grants, cooperative agreements, and subawards at educational institutions, including the Federal Acquisition Regulation, Code of Federal Regulation, OMB Uniform Guidance, NIH, DoD, DOE, NASA, NSF and other federal sponsors policies, and State of California, City and County regulations. (Required) Superior service orientation, exceptional organizational and leadership skills, creative problem-solving, decision-making and planning skills. Critical thinking to recognize alternatives and consequences, formulate logical and objective conclusions, and make recommendations appropriate to the situation. (Required) Highly refined skills in directing groups of people and teams to achieve a common goal, delegating responsibility with clear expectations of results, and creating a work environment conducive to high levels of motivation and ownership of work within and among teams. (Required) Demonstrated senior leadership skills in developing and implementing strategic plans to advance the effectiveness of the unit consistent with the organizational mission. (Required) Demonstrated competence in performance management, staff development, mentoring, conflict management, and employee engagement. (Required) Advanced skill and experience in analyzing data for monitoring and measuring performance and translating the results into executive management reports and/or impactful visual displays that support important trends or reveal meaningful patterns for organizational decision-making. (Required) Solid understanding of research enterprise systems/databases; demonstrated proficiency with the most current version of applications in the Microsoft Office Suite. (Required) Exceptional skill to develop and deliver training curriculum on complex and technical contract and grant issues for a diverse audience at all operational levels. (Required) Strong and effective verbal and written communication skills. (Required)

Education, Licenses, Certifications & Personal Affiliations

Bachelor's Degree (Preferred) And Generally 15 or more years of experience in pre-award research administration or a related field with directly transferrable skills/knowledge. (Required)
