Chief Executive Officer Description:
The Chief Executive Officer is responsible for the operations and productivity of the executive management team consisting of the Deputy Chief Executive Officer, Vice President of Communication and Business Planning, Vice President of Human Resources, Vice President of Operations, Vice President of Finance, Vice President of Maintenance and Vice President of IT. As a member of the Executive Management Team, the Chief Executive Officer coordinates with the other members of that Team regarding issues that overlap individual responsibilities, including the coordinating of recommendations to the Board for review or action. In either capacity, the Chief Executive Officer should liaise with and report directly to the Chairperson of the Board and may communicate with Committee chairpersons and other Board Members at his/her discretion. As a member of the Executive Management Team, the Chief Executive Officer will direct any issues to an appropriate member of that Team who has specific responsibility for persons, operations or departments concerned with such issues. Centro is the public transportation provider for Onondaga, Oswego, Cayuga, and Oneida counties, which includes the cities of Syracuse, Oswego, Fulton, Auburn, Rome and Utica. Inter-city service connects Syracuse and Onondaga County with the cities of Oswego, Fulton and Auburn. General Responsibilities: Manage executive staff
in executing global corporate policy and goals. Develop company culture to foster cooperation with community stakeholders and partners by providing inspired leadership to our executive team, maintain a strong, positive working relationship with the board of directors and set a course for company strategy. Develop and maintain effective working relationships
with a diverse range of internal and external stakeholders and nurture effective strategic partnerships to identify changes in community needs and new industry developments which impact on the strategic positioning of the CNYRTA and achievement of both short and long term goals. Represent CNYRTA,
developing and sustaining positive proactive relationships with key community and/or industry stakeholders and cross-jurisdictional networks across New York State and nationally in order to identify trends, leverage knowledge and intelligence, and fully inform CNYRTA strategic decision making processes. Work with and support the Board of Members by recommending corporate policy, administering Board-approved corporate policy, informing the Board on relevant issues and concerns. Maintain up-to-date knowledge of management practices
and organizational behavior in the public transportation industry regarding personnel and hiring, succession planning, public/community relations, governmental relations, federal and state regulations, policy, and practices regarding transit funding. Responsible for the development and implementation of strategies
for on-going communications and collaboration with all the CNYRTA’s community partners and government officials. This position will also develop relationships with officials and their representative staff at the national, state, and local level. Specifically: Develop and implement programs
to foster positive relationships with key legislators. Coordination of the development of public policy positions,
coordinating relationships with the Congressional delegations and working to maximize relationships with key federal, state, and local legislators. Develop relationships with state and federal regulatory agencies,
staff, and other officials in support of the mission of providing reliable, safe, low cost public transportation. Job Qualifications: The position requires either a master's degree in business management, public administration, or a related field from an accredited college or university or ten (10) years of applicable experience. The position also requires five (5) years of experience in public policy administration, planning, procurement, operations, management, and general finance and ten (10) years of experience in general organizational management.
