This Human Resources Business Partner (HRBP) role will play a critical role in driving employee-focused initiatives across multiple divisions at the Institute on Aging (IOA). As a strategic partner primarily to our CalAim division, you will help align organizational goals with people strategies to support sustainable business growth, ensure HR and regulatory compliance, support workforce planning, and manage labor and employee relations matters.ESSENTIAL JOB RESPONSIBILITIES:
HR Strategy & Business Partnership:
- Serve as a strategic advisor to divisional leadership on HR-related matters, including workforce planning, talent management, and organizational development.
- Collaborate with leadership to design and execute human capital strategies that support business goals and enhance employee engagement.
- Participate in developing and refining the organization's overall human resources policies and programs.
Compliance & Regulatory Oversight:
- Collaborating with division/program leadership and compliance to ensure compliance with all job requirements, including but not limited to, health-related requirements, training, licensing and certifications are satisfied.
- Partner with internal compliance teams to ensure adherence to standards governing healthcare service delivery, employment practices, and collective bargaining agreements.
- Monitor changes in employment law and healthcare regulations and implement changes to ensure ongoing compliance.
Labor Relations:
- Partner with Employee Relations to provide guidance to management on union contract interpretation, employee relations, and dispute resolution.
Employee Relations & Engagement:
- Partner with Employee Relations to address and resolve employee relations issues, ensuring a fair and equitable workplace.
- Implement initiatives to improve employee engagement and retention within the organization.
- Conduct investigations into employee concerns and provide timely resolutions as necessary.
Organizational Development & Change Management:
- Support change management efforts during periods of organizational growth or restructuring.
- Collaborate with leadership on employee development programs and training, ensuring alignment with organizational needs and employee career paths.
HR Metrics & Analytics:
- Track and report on key HR metrics such as retention, employee engagement, and compliance-related indicators.
- Utilize HR data to inform business decisions and drive improvements in human capital management.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field preferred, or equivalent education and experience.
- 5+ years of HR experience, ideally in a healthcare or nonprofit environment.
- Experience working in a unionized environment.
- Strong understanding of labor laws and compliance standards.
- Proven track record of partnering with business leaders to develop and implement HR strategies that align with business goals.
- Experience with HR metrics and data-driven decision-making.
- Experience with Workday HRIS preferred.
- Customer-focused with mature judgment, professionalism, and the ability to maintain absolute discretion and confidentiality. Strategic thinker who can multitask tactical needs while achieving larger goals.
- Strong communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing.
- Highly collaborative and relational: values team cohesion and positivity.
- Ability to travel to different locations across California as needed.

Compensation and Benefits:
- Commensurate with qualifications and experience. The IOA provides excellent health benefits, a 403b retirement plan, vacation, sick, flexible spending and dependent care accounts, a hybrid work schedule, and paid holidays.
Compensation:
- Range: $ 96,272.62 - 121,226.48/annual
This amount is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee, which is always dependent on actual experience, education and other factors.
