Assistant Chief Information Officer

What we offer:

  1. General Salary Increase (GSI) - 3.5% increase effective 12/22/2024.

  5. Annual Leave Redemption - The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months. (Management Resolution, sec. § 1205).
  6. Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
  7. Health Plans – You are afforded a flexible credit allowance of up to $23,530 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
  8. Flexible Spending Accounts - Increase your spending power by reimbursement with pre-taxed dollars for IRS-approved dependent care and health care expenses.
  9. Holidays - 12 paid days per year which includes a scheduled floating holiday.

Information Technology Services Department

The Information Technology Services Department provides support in the operation of enterprise and departmental information technology systems; development and maintenance of application systems and technical networks; operation and maintenance of radio, microwave, telephone, and data communication systems in support of the County's more than approximately 9,000+ employees.

The Position

Under the general direction of the Chief Information Officer (CIO), the Assistant Chief Information Officer (ACIO) is responsible for daily operations of the County's central Information Technology Services Department; assisting the CIO in formulating Countywide information technology policies, and performing related work as required. The incumbent serves at the discretion of the CIO and is extensively involved in the oversight of computer operations; development and maintenance of radio, microwave, telephone, and data communication systems. The ACIO will advise the CIO on the latest information technology trends and is also responsible for the implementation of a customer-focused, cost-effective central information technology organization. The scope of supervision will be based on the background and strengths of the candidate selected for this position.

The Assistant Chief Information Officer is an at-will position and is exempt from the Civil Service Ordinance.

Duties may include, but are not limited to the following:

  1. Manages and monitors the daily ITSD operations and activities; and, after review with the CIO, implements improvements and corrective action as required.
  2. Conducts performance reviews and directly manages ITSD's Deputy CIO classifications. Acts on behalf of the CIO in their absence and performs related duties as required.
  3. Continuously measures the total cost of County technology including overseeing plans to reinvest in the IT infrastructure, performs investments analysis, and continually assesses the return-on-investment (ROI) for all IT initiatives.
  4. Recommends ITSD sourcing and vendor management strategies and participates in negotiations for software and hardware purchases and other equipment, supplies, and services.
  5. Provides vision and leadership to assess potential areas of opportunities in which ITSD could facilitate delivery of County services; and, seeks technology solutions to support ITSD customer business activities.
  6. Assists the CIO in staff support of the County's Information Technology Committee.
  7. Conducts systemic and ongoing evaluations of ITSD's services and operations for user satisfaction through studies and assessment activities. Implements benchmarking and performance metrics. Identifies operational problems and formulates and implements solutions.
  8. Works with the CIO in the development of ITSD goals, objectives, policies, and priorities and manages their implementation.
  9. Coordinates the preparation, presentation, and control of ITSD's various budgets. Reviews cost and revenue projections, manages revision of rates for billable services and equipment, validates staff forecasts of funds and expenditures, and implements budgetary adjustments as appropriate as necessary.
  10. Provides staff assistance to the CIO and responds to and resolves difficult and sensitive inquiries and complaints; conducts special studies and makes recommendations to the CIO on County information systems policies and procedures.
  11. Performs other duties as assigned.

Resume Evaluation

Interview Process

Following an evaluation of the resumes, the most qualified candidates will be invited to a panel interview. The top candidates, as determined by the panel, will then be invited to a second/final interview. The interviews may be consolidated into one process or expanded into multiple interviews contingent upon the size and quality of the candidate pool.
