Summary:
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management. Responsibilities: Lead and manage complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project. Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers. Assume responsibility for business continuity and disaster recovery for all ODNI Enterprise IT, as well as the recommendation and implementation of new investments within the technology infrastructure. Create and implement IT operations policies and procedures that enable strong operational security and risk-management capabilities. Oversee the entire network and system infrastructure ensuring proper configuration, implementation, maintenance, and monitoring of security firewalls, sites/software, servers, data and file encryption, and internet connections. Oversee and direct the Network Operations and Security Operations Teams in monitoring and maintaining operation and security risk posture of ODNI Enterprise information systems and networks. Represent ODNI CIO when coordinating with the IC Security Coordination Center (IC SCC) incident response actions. Shape ODNI policies and procedures so that ODNI CIO's enterprise products/databases can flow into and interoperate across other systems. Provide mentorship to key Information Technology personnel, promoting their professional growth, and readying them for the occupation of his position in the future. Requirements: Conditions of Employment: Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee. Qualifications Mandatory Requirements: Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Successful experience leading a DevSecOps, Network Ops, IT operations and/or Security Ops teams in the management of information technology and information systems. Experience building and maintaining secure CI/CD environments, implementing automated security testing, and integrating DevSecOps practices into deployment pipelines while ensuring compliance with security standards and regulatory requirements. Track record of successfully coaching technical teams in adaptive planning methods, implementing structured sprint cycles, and establishing metrics-driven process improvements that enhance delivery efficiency. Expert ability to communicate complex information in a clear, concise manner targeted to diverse audiences. Superior leadership skills, with the ability to influence a cross-functional group towards a unified direction. Minimum of 15 years of working experience in a senior IT position within a fast-paced and constantly evolving environment. Understanding of telecommunications and experience in disaster recovery planning and implementation as well as data storage solutions. Knowledge of network and security operations analytic tools (e.g., network performance, link analysis, data integration, SIEM, SOAR). Desired Requirements: Bachelor's degree in Computer Science, Information Technology, or any other related field. Strong preference for candidates who possess industry-recognized certifications in Agile methodologies, IT Service Management, and/or DevOps/DevSecOps practices. Certifications such as Scrum Master, ITIL Foundation, or similar qualifications demonstrating expertise in process improvement, service delivery, and secure software development lifecycles are highly valued. An equivalent of the same in practical experience is also acceptable for the position. In lieu of a degree, the qualified candidate for this position must have a minimum of 10 years of working experience in a senior IT position within a fast-paced and constantly evolving environment. Education Additional Information: This position is eligible for the ODNI GSIT pay scale, which ODNI is currently offering for permanent and staff reserve employees in specifically designated IT-related occupational series that generally aligns to the OPM Information Technology Management Series 2210.
