Job Title: Data Architect

Purpose:
A Department of Energy facility is hiring an Enterprise Data Architect to establish Enterprise IT data architecture strategies, principles, standards and policies. The successful candidate will be a subject matter expert in several technical areas including enterprise data strategy, data analysis and design, data modeling, data warehouse, data hub, data lake, data marts, business intelligence, business analytics, data integration, and extract, transfer and load (ETL) processes.
The Enterprise Data Architect collaborates to apply design thinking and identify creative solutions to current data challenges with future business goals and needs in mind. This position will report to the Program Management and Compliance Group Leader for project assignment and policy direction as part of the Enterprise Architecture team.
Major Duties/Responsibilities:
Specific responsibilities of the position include, but are not limited to:
- Enterprise Data Architecture – direct and advocate for Enterprise Data Architecture. Maintains deep technical knowledge of complex domains (e.g. data at rest, data in transit, information security, analytics, machine learning, AI, etc.). Creates the Enterprise level data vision and strategy, direction, goals and standards. Develops and maintains enterprise target data architecture to facilitate data retrieval and decision making across the enterprise. Maintains a comprehensive understanding and documentation of the data topology and inventory to integrate new technology requirements effectively. Creates short-term tactical solutions to achieve long-term goals and identifies the path to get to target states. Vendor and technology-neutral, more interested in business outcomes. Ensures redundancy of data is minimized; and when unavoidable, a reliable, “master” source is established. Directs the analysis of the technology environment to detect critical deficiencies and recommend solutions for improvement. Able to quickly understand and assess data aspects of IT systems, products and components and is able to influence, coach and train others in data architecture principles, standards and best practices.
- Continuous Improvement – provides continually improving set of software and systems engineering practices that minimize development friction, enhance the effectiveness of the data architecture and contributes to increasing the velocity of delivering industry-leading, quality, technology solutions. Performs cost/benefit analysis when researching future state capabilities. Ensures enterprise data solutions are scalable and adoptable according to changing business needs. Promotes a continuous delivery pipeline and rallies the organization around a common technical vision. Advises on best practices (architecture implementation, etc.).

Record of effective communication, teamwork, and consensus building in a research and development organization. Strong customer service, networking, and teaming skills. Demonstrated ability to work effectively in a team environment and interact with all levels of internal and external personnel.
Requirements:
- Bachelor’s degree in business, data science, computer science, computer engineering, electrical engineering, system analysis or related field of study.
- Ten years of experience in relevant IT data architecture, business intelligence, data warehouse, data modeling, data analysis and business analysis
- Experience in architecting and deploying IT solutions in regulated environment with information security implications
Preferred Qualifications:
- Advanced degree in business, computer science, computer engineering, electrical engineering, system analysis or related field of study.
- Certified Business Intelligence Professional (CBIP) certified, Master/Expert level or above a plus
- Experience leveraging architectural domain knowledge including cloud application architecture, infrastructure as a service, platform as a service software as a service.
- Experience integrating data aspects of architecting public and public/private hybrid AWS and Azure cloud-based solutions, automated infrastructure, e.g. Docker, Kubernetes, Puppet, scripted infrastructure deployments.
- Strong organizational, interpersonal, critical thinking and technical skills, experience managing multiple, complex work streams concurrently with demonstrated expertise as a technical subject matter expert on large-scale projects
- Creative problem solver and collaborator with demonstrated planning and organizational skills
- Substantial knowledge of hardware, software, application, data storage, systems engineering
- Experience with application architecture, security, cloud computing, SaaS/PaaS, mobile applications and continuous Integration/ continuous deployment.
- Knowledge of business process engineering principles and processes, modeling techniques (UML, Domain Driven Design, Domain Models, Enterprise Architecture design patterns, system integration, performance testing), operating models, financial models, cost-benefit analysis, information security and risk management
- Experience in one or more programming domains (server architecture, security standards, database access and usage, deployment process; mobile developer: GUI manipulations; web developer: HTTP request/response, scripting languages (Perl, JavaScript, etc.)
- Understanding of security related regulatory requirements, such as NIST, PCI, HIPAA compliance
- Understanding of enterprise security technologies including proxies, antispam, authentication repositories, intrusion detection & prevention solutions, logging and monitoring, network access control, encryption, identity management, authentication and privileged access management solutions
