Position Overview
We are seeking seasoned professionals with strong experience in project management, Financial and IT controls, and audit assessment within federal and military HR systems. This role involves evaluating critical projects focused on Navy HR systems, leading compliance initiatives, and supporting the Navy's strategic objectives through robust IT control assessments and system improvements.
Responsibilities Support and coordinate the planning, execution, and delivery of projects related to Navy HR systems, including Financial and IT control assessments, system audits, and remediation efforts. Collaborate closely with clients to assess project requirements, risks, and objectives, ensuring compliance with FISCAM and other federal regulations, guidance, and standards such as OMB A-123, A-136, SFIS, Treasury USSGL Transactions and Definitions, GAO SFFAS, DoD FIAR Instruction, and DoD FMR. Conduct project meetings, walkthroughs, and reviews with system personnel, stakeholders, and senior leadership to monitor progress. Document project milestones, progress, and key decisions, and communicate findings and updates to stakeholders, including senior leadership. Develop project plans, schedules, and risk management strategies to guide financial and/or IT controls and audit initiatives from inception to completion. Manage and track remediation plans, providing leading practices and recommendations on financial and/or IT controls, audits, and compliance requirements. Additional Key Responsibilities:
Conduct Root Cause Analysis (RCA) and coordinate with Subject Matter Experts (SMEs) to evaluate and analyze the "as is" state of the personnel and pay system integration. Document and maintain a risk registry to track and mitigate potential issues. Develop and report key metrics for gap analysis to support the Navy's transition from the current state to future state. Co-develop training materials, lessons, and modules to support continuous process improvement efforts. Required Skills and Experience
U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance. Bachelor's degree in Accounting, Information Technology, or a related field. Five (5) or more years of experience in project management, IT controls, audit, assessment, and/or remediation. Strong understanding of IT risk management, control frameworks (e.g., FISCAM, OMB Circular A-123), and relevant federal regulations, particularly in military or civilian pay systems. Proven experience in leading and managing IT control assessments, audits, and remediation projects. Excellent communication, leadership, and problem-solving skills, with a track record of managing stakeholders and delivering project results. Preferred Skills and Experience
2 to 4 years of consulting experience with a government contractor. Experience with DoD Pay and Personnel business processes and systems. Experience in Financial and IT audit and control environments is a plus.
Clearance Requirements
U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Compensation
The salary range for this position is $99,000 - $141,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
