Salary Range: $43,920.23 - $58,542.45

General Description and Classification Standards 

Reporting to the General Accounting Senior Accounting Manager for Payroll Costing, performs professional accounting and auditing work independently and at the full performance level; completes general and technical activities related to the processing of bi-weekly payroll costing; performs professional accounting work to ensure compliance with governmental accounting standards; participates in the development and implementation of various financial policies and procedures related to payroll costing processes; prepares payroll reports, runs payroll process and interfaces; prepares general account reconciliations, and analyzes financial statements and reports.  This position is an intricate part of the monthly general ledger close process including but not limited to processing and reviewing account reconciliations from other City departments, preparing, reviewing, and approving complex journal entries as well as monthly trial balance analyses of account variances.

  • Have knowledge of generally accepted accounting principles, fund and grant accounting, and internal controls,
  • Have the experience and a working knowledge of the Oracle ERP system or similar ERP systems,
  • Have the knowledge and experience with processing payroll and posting of payroll to the general ledger,
  • Have the knowledge and experience reviewing and analyzing the trial balance on both a modified accrual and full accrual basis,
  • Manage and participate in the preparation, review, and submittal of a variety of reports, reconciliations, work papers, communications, schedules, tables, for payroll costing expenses, for auditing purposes,
  • Prepare statements and reports of payroll expenses, accruals, and trends,
  • Provide guidance to various city departments on steps to make payroll corrections to employee records and corrections to departmental postings, 
  • Respond to requests for information and provides subject matter expert guidance to other departments, 
  • Prepares monthly and annual reconciliations for all payroll liabilities and payroll related expenses,
  • Develop, implement, and apply policies and procedures,
  • Analyze processes and make recommendations for improvement,
  • Have good customer service skills,
  • Perform other duties as required.
