Summary/Objective Supervises, plans, coordinates, evaluates, and directs the services and operations of the Water and Wastewater Utilities Divisions. The Water and Wastewater Utilities Divisions consist of the water distribution system (mains, hydrants, and valves), water metering systems, gravity sanitary sewer collection system, and the utility location services. Essential Functions Manages systems and staff by supervising proper system operations and preventative maintenance, provide for timely asset repairs, and allocates efficient use of resources and assets, which ensures cost-effective operation of the systems. Assesses operations and threats or potential adverse consequences; intervenes with appropriate actions to mitigate impacts to the water distribution and sanitary sewer collection systems by following established standard operating procedures, policies, and emergency operations plans. Ensures preventative maintenance operations are completed in a timely, quality, and safe manner. Confers with administrative and technical personnel, contractors, consultants, other departments/divisions to coordinate cooperative activities. Reports potentially unsafe conditions and determines appropriate action beyond those set forth in written guidelines. Maintains a fleet of trucks and equipment used for daily operations in a quality manner, including performing regular preventative maintenance. Creates and maintains internal policies and standard operating procedures to be followed by operations and maintenance staff. Performs record keeping and establishes systems and processes for the preparation of reports in various formats, including manual and/or electronic media. Attends meetings and training as required. Stays professionally engaged to keep informed and up to date on all current industry trends and innovations. Adheres to all local, state, and federal environmental rules and regulations. Assists Division management in working with consulting engineers throughout the design process for new projects. Reviews and interprets plats, engineering plans, and other studies as necessary to ensure they meet the city's requirements or accepted engineering principles. Ensures development of an adequate Capital Improvement Program. Manages staff, personnel issues/questions, prepares reports, time reporting, and communicates with internal/external departments. Hires and trains staff members, as needed. Provides supervision and oversight of applicable staff. Coordinates schedules of applicable staff. Administers City of Manhattan Policies and Procedures in a consistent manner. Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilize employees’ skills and abilities. Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines. Resolves routine personnel issues or problems. Leads and manages staff with clear and consistent communications. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and assists in implementing improvements. Manages budgets, invoicing and purchasing for Water and Wastewater Utility Maintenance Divisions. Closely coordinates with supervisor in development of budgets and Capital Improvement Program projects related to the Divisions. Ensures an adequate supply of chemicals and other materials used within the Divisions by maintaining adequate records and other support data. Prepares inter-office communications and memorandums regarding expenditure for contractual services and commodities. Monitors division budgets, costs, and inventories at regular intervals, with budgetary direction. At least two (2) years of college level and/or technical school education in environmental engineering, environmental science, or related fields, or an equivalent term of experience. Valid Class A commercial driver’s license with tanker endorsement. Certification as Water Distribution Operator, Class II, issued by the Association of Boards of Certifications, or ability to obtain within eighteen (18) months of hire. Certification as Sewer Collection Operator, Class II, issued by the Association of Boards of Certifications, or ability to obtain within eighteen (18) months of hire. Preferred Education and Experience Bachelor’s degree in Construction Management/Sciences, Business Administration, or related field of study. More than five (5) years of related experience and/or training, including 2 years supervisory experience; or equivalent combination of education and experience. Valid Class A commercial driver’s license with tanker endorsement. Safety and Emergency Training. NIMS training – basic level courses. Hazardous Communication Training. MUTCD Traffic Control. Certification as Competent Person (Trenching and Excavation Safety). CPR/First Aid Training. Supervisory Training. Machines, Equipment, Tools, & Software Used Personal Computer and iPad. Motor vehicle. General office equipment (i.e., fax, scanner, copiers, printers, phone system). Basic computer software and applications (i.e., Office 365 Suite, email, time tracking). Specialized computer software and applications: Bluebeam. GIS. Work Order Management System. Hand and power tools. Two-way radio. Locator/metal detector. Dump truck, skid steer, compact excavator, and backhoe. Personal Protective Equipment (PPE) and other safety equipment. Other related equipment. Additional Qualifications Knowledge of construction techniques, materials and their appropriate applications. Thorough knowledge of vehicles and equipment and appropriate maintenance. Knowledge of maintenance requirements and schedules for equipment and machinery. Knowledge of occupational safety hazards and safe work practices. Willingness to work extended hours if situations dictate and be on call to manage events remotely or provide technical/coordination direction. Compensation and Benefits Automobile & Cell Phone Allowance. Retirement/Pension - City employees are required by statute to contribute to the Kansas Public Employees Retirement System (KPERS). Voluntary retirement contributions are offered with Nationwide, Mission Square, and Empower KPERS 457. Paid Holidays – 10.5 paid holidays per year plus one additional floating holiday. Paid Vacation - 12 to 26 days per year based on years of service. Paid Sick Leave - 12 days per year. Education Reimbursement, Professional Development, Certifications/Licensure - The City will reimburse up to $8,000 per calendar year for tuition and fees. Professional Development funds are based on department budget. Certification/licensure may be reimbursed by the City.
