Job Description

Organizational Profile: The Mayor's Office of Minority and Women-owned Business Enterprises (OM/WBE) was created to address historic disparities in City contracting. OM/WBE is responsible for oversight, policy, interagency coordination and accountability for the City of New York’s Minority and Women-owned Business Enterprises (M/WBE) program. It serves as a one-stop shop for M/WBEs interested in doing business with the City and its respective agencies.

Job Description: The incumbent will report to the First Deputy Chief Business Diversity Officer with wide latitude for independent judgment will perform the following job responsibilities, which include and are not limited to:

Providing leadership, support and guidance to junior staff responsible for supporting City agencies in developing and implementing strategies designed to reduce barriers to entry for M/WBEs and increase City-wide M/WBE utilization. Leveraging M/WBE utilization data to inform the development of strategic initiatives and policies. Under the guidance of the Chief Business Diversity Officer and First Deputy Chief Business Diversity Officer, developing proposals and budget plans to support new initiatives and projects. Collaborating with City and City-affiliated agencies to identify ways to increase participation of underrepresented M/WBEs, develop processes designed to meet M/WBE requirements under Executive Orders and local law, and implement best practices City-wide. Assisting in the creation and implementation of systems and processes for obtaining, compiling, and analyzing M/WBE contracting and utilization data. In conjunction with Mayor’s Office of Contract Services (MOCS) and Small Business Services (SBS), review and assess agency M/WBE utilization plans, waiver requests, exclusion requests, and other M/WBE documentation and reports. In collaboration with the Chief Business Diversity Officer, First Deputy Chief Business Diversity Officer and staff, coordinate, develop content for, and lead City-wide meetings, focus groups, and trainings for City agencies regarding M/WBE-related policies, procurements, projects, systems and initiatives. Engaging with and managing any contracted resources to ensure deliverables are completed as per work plan and according to stated objectives. Assisting in arranging M/WBE conferences and representing OM/WBE at networking events and conferences. Consulting with M/WBE organizations and businesses, community leaders, and partner agencies to identify barriers inhibiting M/WBEs from competing for contracts. Working directly with constituents to address concerns around certification, contracts, payments, or any other constituent-related concerns. Engaging directly with prime vendors on identifying strategies and tactics to support meeting agreed upon M/WBE goals as per contract terms. Connecting M/WBEs with City resources for access to contracting opportunities, bonding, financing, estimating, and other related support services. Other related responsibilities as assigned. Minimum Qualifications 1. Do you have a baccalaureate degree from an accredited college or university? 2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities? 3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above? 4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above? Preferred Skills -Experience in public policy analysis, program implementation and project management. -Proven capacity in project management skills, including organizing and strategic planning. -Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in and outside government. -Familiarity with NYC Administrative Code 6-129, Procurement Policy Board Rules, and Local, State, and Federal diversity and inclusion programs. -Relevant experience with external and Intergovernmental Affairs, M/WBE laws, or public policy. -Customer service oriented mind-set. -Proficiency in Microsoft PowerPoint, Excel and Access. -Strong oral and visual communication skills. Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
