Job Summary:

A defense contracting organization is seeking a highly proficient DoD Contract/Subcontract Manager to oversee and execute defense acquisition contracts, ensuring alignment with Department of Defense (DoD) standards. The ideal candidate will possess extensive expertise in acquisition planning, contract negotiations, cost and price evaluations, and production oversight for major weapons subsystems, components, and services. This role demands proficiency in all phases of DoD contracting, from pre-award assessments to contract closure, alongside a thorough comprehension of defense contracting regulations and policies. The position involves managing both classified and unclassified contracts, including Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA).

Key Responsibilities:

  • Coordinate, negotiate, and review the preparation and completion of contracts and various agreements. Identify key clauses, FAR/DFAR regulations, potential liabilities, conflicts of interest (COI), and compliance needs, and coordinate/complete the necessary review for management and the Senior Leadership Team.
  • Provide comprehensive contract administration support across a diverse portfolio of Federal Prime, Multiple Award Contracts, and IDIQs, including RFP analysis, proposal assistance, coordination of essential internal reviews, contract negotiation, and management of contract/task order/modification execution. Ensure accuracy and maintenance of contract information/reporting systems (internal/external) per standards and protocols.
  • Develop and execute negotiation strategies, including formulating negotiation objectives and leading contract negotiations for hardware, services, and other essential component
  • Perform in-depth cost and price evaluations to ensure adherence to DoD and company policies.
  • Generate and support cost projections and pricing for assigned contracts in line with regulations.
  • Manage contract administration, including overseeing contractor performance from pre-award evaluations through contract conclusion.
  • Coordinate production management activities and assess contractor performance, guaranteeing prompt and effective contract delivery.
  • Ensure compliance with applicable contracting principles, laws, regulations, and protocols for both pre-award and post-award processes.
  • Prepare contract-related documentation, including findings, determinations of facts, terminations, and contract modifications.
  • Confirm that all contracts meet relevant DoD standards and regulations.
  • Generate comprehensive contract reports and maintain precise records throughout the contract term.

Education & Experience:

  • Bachelor's degree from an accredited institution (required). Exceptions apply for current DoD civilians or Armed Forces personnel with pre-2000 contracting experience.
  • Minimum of five years of experience in a contracting role, ideally with the DoD, including experience overseeing contracts above the simplified acquisition threshold.

Specialized Experience:

  • Strong knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), with particular emphasis on proposal development, contracts (prime/sub), and negotiations.
  • At least one year of specialized experience equivalent to the GS-12 grade level, demonstrating capability in:
  • Applying contracting principles, statutes, and regulations for both pre-award and post-award stages.
  • Creating procurement plans and assessing contractor performance.
  • Selecting contract types and preparing necessary documentation for contract initiation and termination.

Additional Requirements:

  • Must be a U.S. citizen.
  • Must satisfy DoD Defense Acquisition Workforce certification requirements.
  • Ability to secure and maintain a security clearance.
  • Financial disclosure and adherence to Fair Labor Standards Act (FLSA) requirements.
  • Males born after 12/31/1959 must be registered or exempt from Selective Service.
