The Investigation, Revenue, and Enforcement Administration (IREA) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA). Within AO, exists Office of Revenue that houses SNAP-CR. They establish SNAP claims for the agency according to the Federal SNAP guidelines to recover inaccurate or overpayment, implement sanctions/disqualifications and discontinue issuance of inaccurate SNAP benefits. It is responsible for compliance with USDA and OTDA mandated review of actions for potential SNAP benefit overpayments on agency case actions from all CA and SNAP sites from all five boroughs and throughout the agency.
SNAP- CR is recruiting for one (1) Principal Administrative Associate III to function as an Assistant Manager who will:
- Directly and indirectly supervise staff (PAAII, PAAI, Eligibility Specialist II) involved in Claims processing.
- Monitor and distribute cases in the Automation system for review and completion of staff in the Supplemental Nutritional Assistance Program-Claims and Recovery program.
- Review and maintain statistical reports on program operations, productivity and production.
- Assign, evaluate, review and approve claims cases for accuracy referred to SNAP-CR from HRA programs throughout the agency such as CA and SNAP only sites, Quality Control and Internal Audits
prior to establishing in WMS.
- Conduct day to day operations such as monitoring workers' productivity to ensure compliance and accuracy with State and Federal timeline mandates.
- Correspond with MIS on any problems reported in the automated system for expeditious results to adhere to State and Federal guidelines.
- Monitor time and leave of staff and conduct meetings and conferences regarding compliance with procedures related to time and leave. Perform annual progress evaluations on all staff under direct
supervision.
- Represent the Executive Director and/or Division Director (in their absence) at various meetings related to program operation or specifically to SNAP over payment related activity. Provide
presentations/demonstrations of the Automated Supplemental Nutritional Assistance Program Claims System (ASCS) both internally as well as externally to the HRA. Interview/select candidates for
Clerical, Eligibility Specialist and Principle Administrative Associate civil service hiring pools.
- Liaise with various external and internal agencies. Compose memorandums, communicate vas needed via email and telephone on program issues.
Salary Range: $64,137.00 - $73,758.00
Work Location: 375 Pearl Street, NY NY
Hours/Schedule: 9-5 M-F
Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
