Department Summary:

We are seeking a Senior Data Scientist to join our team. The Cost and Business Analytics Department within MITRE’s Center for Acquisition and Management Sciences (CAMS) Innovation Center solves our FFRDC’s and Sponsor’s problems by leveraging our capabilities within:

Cost Estimation, Schedule, and Risk Analysis

Investment Economics & Decision Analysis

Strategic Business & Financial Analytics

MITRE is seeking an experienced analyst to continue the growth of our business analytic/ business intelligence capability in support of a diverse set of internal and external sponsors. The work includes engaging with sponsors to scope and prioritize tasks, collecting large datasets to perform data-driven analyses, conducting market research, investigating relevant policies and regulations, understanding the current budgetary and political environment, and performing additional research and analysis as necessary. The business intelligence role involves consolidating multiple sources information into the most substantial findings and presenting those conclusions to sponsors, often as written reports and in-person briefings.

This position supports other department capabilities in cost, economic, business analyses, and business intelligence as needed. That work could include life cycle cost estimating, tradeoff and affordability analyses, decision analysis, portfolio investment analysis, and business case analysis.

Expect a dynamic team environment where tasks are rarely routine and often require novel approaches.

Expect to work on multiple projects simultaneously, with limited structure and supervision.

Roles & Responsibilities:

Assist in identifying sources of information and gathering a wide range of quantitative and qualitative data to support decisions that have implications for MITRE and its government sponsors

Apply analysis skills, including exploratory data analysis, time series analysis, and linear regression

Leverage other analysis to include, but not limited to econometric and economic modeling and analysis, cost benefit analysis, handling large datasets and data driven analysis, policy and investment analysis, sponsor engagement and support, economic analysis in support of regulatory policy, pre- and post-implementation analysis, forecasting, and applied research

Draw conclusions from analyses and clearly and concisely articulate key findings in both written and verbal form

Assist in developing data visualization products that improve the presentation of complex data sets

Translate unstructured data and nontraditional sources of information into business insights

Explore sponsor environments for cross-government challenges and identify potential best practices

Develop and/or evaluate program technical and programmatic baselines

Develop innovative development, production and operating and support (O&S) cost estimating techniques for a broad range of cost elements

Develop independent or program life cycle cost estimates (LCCE) and accompanying cost and schedule risk, uncertainty, and sensitivity analysis

Develop investment economic and decision analyses, including business case analyses, cost/benefit analyses, analysis-of- alternatives, and portfolio analysis

Develop strategic business and financial analyses, including but not limited to economic studies, cost recovery strategies, budget development & planning, and affordability analysis

Assess the credibility of government and industry cost estimates and economic analyses

Assess the credibility of government and industry cost savings initiatives

Basic Qualifications:

Bachelor’s degree in operations research, Mathematics, Statistics, Economics, Finance, Data Analytics, Data Science, Systems Engineering, or other engineering or quantitative analysis field

Typically requires a minimum of 5 years of related experience with a bachelor’s degree; or 3 years and a master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.

Experience with data analysis and visualization tools

Proficient with MS Office Suite, and other business intelligence tools for analysis such as Excel, Power BI with the ability to support business analytics with data

Excellent written and verbal communication skills

Technical depth with demonstrated skills and experience in presenting analytical results both verbally and in writing

Investment modeling and analysis, cost benefit analysis, experience in handling large datasets for data driven analysis, policy and investment analysis, and economic analysis in support of regulatory policy, pre- and post-implementation analysis, forecasting, and applied research

Ability to obtain and maintain a Top-Secret level security clearance

This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

Master’s in Economics, Mathematics, Statistics, Finance, Business, Operations Research, Data Analytics, Data Science, Systems Engineering, or other engineering field

Experience with econometric/economic modeling and analysis

Experience with developing Independent Government Cost Estimates (IGCEs) for service and product acquisitions

Expertise in using specific tools such as R, Tableau, Python and Qlik

Expertise and experience with Amazon Web Services

Expertise in using parametric cost estimating tools (PRICE, SEER SEM, etc.)

One to ten years of experience with cost estimating, cost risk analysis, and/or budgeting and the CPIC process in defense, intelligence and/or civil agencies

Proficiency in development of risk-adjusted LCCEs and investment economic and decision analyses

Source selection cost evaluation experience

ICEAA Certification or Defense Acquisition Workforce Initiative Act (DAWIA) certification desired

Possess an active Top Secret level security clearance
