SPA is seeking a motivated, career and customer-oriented

Senior Systems Engineer / Technical Advisor

to join our Rushmore FOS team supporting the Mission Integration Directorate (MID) Technical Division.

Responsibilities The ideal candidate will bring a passion for providing intelligence support to the warfighter. They should also be savvy on NRO decision making processes and at least some of the mission systems and capabilities. The ability to create collaborative teams and build trusted relationships with stakeholders internal and external to the NRO. Job duties include, but are not limited to:

Perform analyses and assessments of MID projects or activities to help determine their consistency with the MID and group strategic direction, technology development plans, NRO requirements and MID strategic goals and objectives.

Advise MID government on the technical risks associated with new and ongoing projects, and review, analyze and assess technologies, system concepts, data and information to recommend applications of new or possibly emerging technologies to meet MID needs.

Support and coordinate MID outreach efforts with NRO offices, other Government agencies, industry and academia.

Providing technical support and assessments on Intelligence Community (IC) activities that address technology, research, applied technology concepts and technology demonstrations.

Support, coordinate and manage systems engineering actions and activities.

Assist in establishing procedures and standards for managing technical development / architecture plans across the MID Enterprise.

Assist in MID Enterprise assessments, planning and visualization to include identifying transition and implementation opportunities.

Review, analyze, comment and prepare staffing documents including plans, policies, concepts of operation, technical architectures, initiatives and programmatic documents.

Possess and articulate an awareness and understanding of NRO capabilities across the various intelligence domains (i.e., GEOINT, SIGINT, MASINT, HUMINT, etc).

Understanding and awareness of ground and space-based architectures and the connections between them.

As directed, provide decision support, expertise and advice for building future Intelligence Program Budget Submissions (IPBS), NRO Program Objective Memorandums (POM), Congressional Justification Books (CJB) and Congressional Budget Justification Book (CBJB) inputs that are formulated with investment strategies that map MID efforts with IC requirements.

Qualifications Required Qualifications:

Active TS/SCI with ability to sit for, and pass, a CI Polygraph

Bachelor’s Degree or equivalent years and 15 or more years of technical experience

System Engineering experience

GEOINT, SIGINT, MASINT, HUMINT experience

Ground and space-based architectures experience

Research and Development experience

Cybersecurity experience

NRO experience

Intelligence Community (IC) experience

Preferred Qualifications:

Masters in science or engineering discipline

Strong presentation skills (oral and written) for senior government managers

Innovative, proactive, collaborative mindset with ability to work across multiple functional disciplines (Technical, Programmatic, Financial, Business / Contractual)
