Utility District Executive Director

Under administrative supervision, responsible for managing, coordinating and directing the day-to-day operations, of the Utilities District. Develop and implement construction and capital improvement projects; provide construction information, recommendations, and technical assistance to City Administration and Utility Special District Council.
Job Duties and Responsibilities

Manage and directs the activities of assigned staff, coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff, undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operation coverage. Develops and implements goals, objectives, policies, procedures and work standards for the department; prepares and administers the department's budget. Supervises the daily on-site operation, technical direction and supervision of the water distribution system, the sewage collection system, water treatment plant and the wastewater treatment plants; provides direction, advice and support to staff; investigates and resolves complaints and concerns regarding the operational services Administers new construction and major repair projects from the development stage through project acceptance by the County; reviews and approves project designs; prepares estimates for the cost of labor and equipment; administers contracts; inspects projects for conformance with specifications. Review and approve pay requests, invoices and purchase orders for major items. Inspect facility operations and construction activity through site visits. Advise the City Manager and Council through meetings, discussion reports, memorandums, and public hearings. Prepare ordinances and resolutions for Council action. Resolve problems for the City Manager, Council, and division managers through investigations, discussions and evaluations. Review, negotiate and recommend proposals developed by engineers and architects and contractor change orders. Provide input regarding policy and rulemaking to regulatory agencies. Discuss matters of common interest and territorial disputes with management of other utilities and negotiate inter-local agreements. Performs related work as assigned
Minimum Qualifications:
Master's degree from an accredited college or university with a major in civil engineering, environmental engineering or related field and eight (8) years of progressively responsible experience in the operation and planning of water, wastewater or public works setting the operation of a public utilities systems preferably in a municipal government; or any equivalent combination of training and experience.
Five (5) years of management experience with responsibility for a large division within a public utility agency is required.
A valid Florida driver's license is required.
State of Florida Professional Engineer is highly desirable
