Responsibilities You will assist the Plans and Operations Head in providing technical expertise and management on the implementation of 21st Century Learner related IT programs and projects You will review directives, policies, programs, enterprise-wide functional user requirements and acquisition strategies/vehicles for IT related issues to determine the impact and implications in supporting IT systems. You will be responsible for automation, telecommunications, records management, and planning with a focus on identifying and planning for the integration of new and emerging technologies. You will provide planning and operations oversight, coordination, and procedural support for all TRNGCMD commands, schools, detachments, and learning centers. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: formulating long and short-term information management plans and analyzing plans, policies, programs and directives to determine requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applying systems performance measurement tools to develop, implement and interpret metrics. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Advises on work relating to the control, development, deployment, and sustainment of enterprise educational IT systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Delivering agency wide training and learning services. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Isolating and defining unprecedented conditions, resolving critical problems, identifying changing IT requirements, and implementing new technologies. GS-9 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching, testing, and planning for the integration of new information technologies. Education In lieu of the specialized experience, the following education may be substituted. GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree GS-9 master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
