Summary As the DTIC Public Affairs Specialist you will develop and execute comprehensive communications strategies in support of the Defense Technical Information Center's mission to capture, preserve, and share the Department's science and technology (S&T) knowledge base.You will work with the DTIC Public Affairs Officer to develop outreach, marketing, communications, and training materials to expand awareness of and engagement with DTIC's products and services available to the Defense S&T community. Duties Develop and execute marketing campaigns, outreach activities, and engagement programs that convey the mission, products, and services to a wide array of target audiences. Establish and maintain effective working relationships with Service and component public affairs offices, DoD and Federal agencies, research laboratories, academia, and private industry. Create a wide variety of communication artifacts to achieve communication goals, such as news releases, conference presentations, exhibit booth displays, brochures, fact sheets, website content, and promotional literature. Evaluate metrics for effectiveness of campaigns and materials and make recommendations. Requirements Conditions of Employment Must be a U.S. Citizen. Background Investigation required. Qualifications Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience articulating science and technology tools and information across a wide range of Services and components. Experience planning and directing all aspects of the agency's public affairs program to include: establishing and maintaining effective. relationships with both internal and external publics. Experience developing written and oral presentations and material to convey information concerning programs and activities. Experience evaluating public affairs programs and developing recommendations for improvement based on analysis of metrics and target audience feedback. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
