Illumination Foundation (IF) is a growing non-profit organization dedicated towards disrupting the cycle of homelessness by providing targeted, interdisciplinary services in our recuperative care centers, emergency shelters, housing services and children's and family programs. IF currently has 13+ facilities with 22+ micro-communities scattered across Orange County, Los Angeles County and the Inland Empire.Job DescriptionThe Chief Program Officer (CPO) will lead, manage, and coordinate the work of multiple program areas and is responsible for ensuring successful cross-coordination between operations of the housing and health care program areas. The CPO will report to the CEO and work collaboratively in managing the organization's operations, programs and initiatives. He or she will develop, implement, and oversee the organization's programming, such as designing programs according to Illumination Foundation's vision and mission to deliver client-centered care. The CPO plays a vital role in shaping the organization's mission, vision, and impact, ensuring that programs align with the organization's goals and objectives.The CPO is also responsible for establishing the goals, impact measures and strategic direction of Illumination Foundation's programs. The CPO will be responsible for the growth and development of all healthcare and housing programs throughout Illumination Foundation, including Recuperative Care, Enhanced Care Management, community support and other Cal AIM programs. The CPO will spearhead system-wide initiatives to achieve organizational goals and improve the skills of our medical professionals in the care delivery process.The salary range for this position is $190,000 - $240,000 annually, depending on experience.ResponsibilitiesOverviewA Chief Program Officer (CPO) is an executive-level role that manages an organization's programs and initiatives. The responsibilities include:Program development and execution: Develop and implement program strategies that align with the organization's goals and mission.Resource allocation: Ensure that resources are allocated efficiently.Program performance: Monitor program performance and assess outcomes.Collaboration: Collaborate with cross-functional teams, stakeholders, and partners to drive innovation and make data-driven decisions.Evaluate program effectiveness: Establish KPI's and metrics to assess program effectiveness, regularly evaluating and adjusting programs to optimize outcomes.Strategic Vision and LeadershipCollaborate with the CEO to refine and implement the strategic plan while ensuring that the budget, staff, and priorities are aligned with Illumination Foundation's core mission.Provide inspirational leadership and direction to all executives and ensure the continued development and management of a professional and efficient organization; establish effective decision-making processes that will enable Illumination Foundation to achieve its long- and short-term goals and objectives.Cultivate a strong and transparent working relationship with the leadership and Management Team and ensure open communication about the measurement of financial, programmatic, and impact performance against stated milestones and goals.Manage and lead the health care and housing programs, monitoring performance, performing annual reviews, and building team cohesion.As a member of the Executive Management team, the CPO will provide leadership and input for all strategic planning processes.Promote regular and ongoing opportunities for staff, clients, and partners to give feedback on program operations.Recruit, mentor, and manage a high-performing team of program managers and coordinators fostering a culture of collaboration and accountability.Be innovative and willing to challenge the status quo; looking outside Illumination Foundation for better approaches and solutions to the challenges faced by the organizationFacilitate in-house training and education for all Program staff.Ensure that Illumination Foundation's services follow all local, state, and federal regulations, certifications, and licensing requirements.Participate in regional, Service Planning Areas or other planning meetings.Housing/OperationsProvide direct support to VP of Operations and Director of Housing to ensure consistent focus on quality of services, progress toward goals, and adherence to mission and strategic plan.Ensure the delivery of high-quality services while managing current and future growth.Support and motivate the organization's staff.Facilitate cross-departmental collaboration and strengthen internal communications with staff throughout the organization; create and promote a positive, multicultural work environment that supports consistency throughout the organization's strategy, operational methods, and data collection needs.HealthcareProvide direct support to Director of HealthCare services. Develop and implement new policies and programs, guiding plans for programmatic expansion through community and hospital outreach, and monitoring operational complianceCollaboratively lead initiatives to improve client safety, quality, infection control, risk management and client satisfaction; and provide comprehensive case management, resource referrals comprehensive health care, support with housing, and discharge planning.Spearhead system-wide initiatives, including, but not limited to: improving access and flow, enhancing client and family experience, and improving data collection and billing processes.Set and meet budgetary goals related to grant-funded programs; determine resources and activities needed to achieve organizational goals and make recommendations as needed.Serve as a primary clinical contact with community partners by building partnerships with health plans, hospitals, nursing schools and other healthcare-related academic institutions to advance IF's mission and improve client care and care coordination.Program DevelopmentProvide programmatic leadership and direction to program staff.Implement and lead a continuous quality improvement process throughout the program and service areas: focusing on systems and process improvement, program outcomes, and program evaluation.Support the program staff and lead a high performing team by further developing and implementing recruitment, training, and equitable retention strategies.Research funding opportunities to support program operationsExpectationsThe CPO plays a pivotal role within the organization, primarily responsible for overseeing program operations and managing all aspects of its programs and initiatives. This includes developing and executing program strategies in alignment with the organization's mission and goals, ensuring efficient resource allocation, monitoring program performance, and assessing outcomes. The CPO collaborates closely with cross-functional teams, stakeholders, and partners to drive innovation, evaluate program effectiveness, and make data-driven decisions.QualificationsMinimum of a BA, ideally with an MBA, MHA, MSN, MPA, or related advanced degree.Minimum 8-10 years of leadership and professional experience.Prior nonprofit experience ideal; management of multisite organization preferred.Excellent coalition building skills with an ability to communicate and work effectively with a variety of internal and external stakeholders; a persuasive negotiator able to achieve consensus amongst differing opinions.Strong commitment to the professional development of staff; successful track record of recruiting and retaining a diverse team. Experience in program development, evaluation, and strategic growth, and fluency in databases that support program management.
