You Are:
We seek an experienced Subcontract Specialist to be responsible for performing the full suite of subcontract administration duties. This role supports pre-award and post-award subcontracting activities, including but not limited to sourcing, negotiating, mobilization, and administration of subcontracts, typically assigned to specific Programs. Works closely with Programs and all supporting functions to achieve Program objectives while delivering subcontract activities compliant with approved purchasing policies and procedures. Contributes to the Subcontract Management organization by acting as a contributing team member to the broader organization. This role reports to a Subcontract Manager and typically works on a team of 3-5 people.
The Subcontract Specialist will have demonstrated experience and ability to successfully execute and deliver subcontract activities to meet business requirements.

The Work:
- Collaboration and Communication: Ability to facilitate daily activities remotely or in an office environment, depending on assignment. Work with business programs, compliance, SBLO and others to execute and maintain subcontracts. Problem-solve while exercising ethical judgement. Form and maintain business relationships with program counterparts and subcontractors. Schedule meetings with program, subcontractors, and other stakeholders to facilitate communication and coordination of subcontractor actions. Work independently and in a team environment. May participate on special projects with other Subcontract team members.
- Daily Expectations: Daily subcontract administration, project management and organizational skills. Self-starter with ability to successfully interface with all levels of internal staff. Accountable for product quality and compliance, including subcontracts, subcontract modifications, ATPs and other subcontract contractual documentation and transactions. Support the issuance of RFPs to prospective subcontractors and perform price analysis. Work with Subcontract Manager to provide guidance on contractual matters pertaining to subcontracts. Primarily responsible for collecting, documenting, and assembling documentation for subcontract/task order awards and modifications. Prepare CPSR compliant subcontract documentation. Maintain SharePoint sites. Respond to data calls and maintain data to ensure accurate metrics and workflow. Attend meetings, training, and respond to data calls as needed. Working knowledge of FAR/DFAR and Public Law requirements to subcontract terms. Coordinate with other departments including compliance, support strategic initiatives, and effectively communicate information to support on-time delivery success. Report to Subcontracts Manager.
- Negotiations: Negotiate subcontract terms to achieve favorable outcomes for business and enterprise objectives in coordination with Subcontract Manager and interfacing with the program as appropriate. Work with team to identify risks, opportunities, potential impacts, and mitigation solutions.
- Operations: Contribute to high volume transactions and high-quality product. Service Level Agreements and/or Operational Level Agreements may apply. Monitors demand, prioritization, and output to ensure successful delivery of subcontract activities. Escalate concerns to management to reduce and/or eliminate inefficiencies or barriers to successful delivery.

- Bachelor's Degree required
- 3+ years Subcontracting experience in a Federal Government contracting environment
- Proficient in Microsoft Office Suite - Outlook, Excel, Work, PowerPoint, SharePoint, Skype
