As an employee in this classification, a public health nurse will perform a full range of public health nursing duties in an assigned area of a health district and/or perform a full range of nursing duties in a specialized area of nursing services. This classification works under the general supervision of the Director of Nursing. Examples of Duties
Works in clinics and conferences and prepares patients for examination.
Performs diagnostic test and interprets doctor's orders, gives prescribed treatments, makes necessary referrals to physicians or agencies, and collects specimens for diagnostic test.
Demonstrates and teaches therapeutic nursing care to family members and instructs families of health.
Assist families in carrying out their physician's recommendations and in making necessary adjustments in order to follow medical orders and rehabilitation measures. plans and exchanges information with doctors and other health workers for more effective care of individual patients and interprets the needs of particular families to other health workers.
Assists in epidemiological investigations.
Gives prenatal and postnatal instruction to mothers in homes and clinics plus demonstrates baby care and gives advice on disease prevention, immunizations, and nutrition.
Studies home environment to identify physical, social, emotional and financial conditions detrimental to physical and emotional health.
Maintains records of nursing services to families ,schools, clinics and conferences and makes detailed reports. Plans, directs and implements a consulting and complaint handing program to insure that nursing homes, rest homes and homes for the aging in Youngstown are complying with the Nursing and Rest Home Laws and Rules of the Ohio Department of Health (Public Health Council) as adopted under the authority of the Ohio Revised Code (section 3721.04).
Makes quarterly inspections of nursing homes within the City of Youngstown.
Enforces city ordinances relating to operation of nursing and similar homes.
Performs other duties assigned by supervisor.
Minimum Qualifications
Licensed Practical Nurse, LPN certification required. Registered Nurse, RN with Associate Degree preferred. Registered to practice nursing in the State of Ohio, or eligibility for and prompt completion of registration after appointment. Knowledge of the principles and objectives of public health nursing. Knowledge of relevant social and economic forces that affect health; knowledge of family and inter-group relations. Basic knowledge of health department organization and practice, and of the nature and use of other community health resources. Ability to interpret laws and regulations bearing on public health nursing programs. Ability to carry out instructions and to exercise independent judgement in applying public nursing principles. Valid Ohio drives license and fully insured vehicle for carrying out the job responsibilities.

The Applicant must show proof of residency by providing the following: Driver's License, Bank Statements, Utility Bills, Mortgage Release/Lease, and/or Insurance Statements.
